Seanad: Order of Business (3 Jul 2014)

Fidelma Healy Eames: Two important debates have been called for today and I support these requests. One concerns the property tax and the confusion surrounding it. After all, this is a tax that affects every home in the country. Aligned with it, we need more detail on water charges which will definitely affect every citizen in the country. Furthermore, the debate called for by Senator Trevor Ó...

Seanad: Order of Business (3 Jul 2014)

Fidelma Healy Eames: I want a moment on this. I will finish within 30 seconds.

Seanad: Order of Business (3 Jul 2014)

Fidelma Healy Eames: It is appropriate because the Minister is to exit the Cabinet and there are many education issues in midstream. The former Minister began a debate on pluralism and patronage which has not been completed.

Seanad: Order of Business (3 Jul 2014)

Fidelma Healy Eames: Yes, perhaps. It would be very fitting to know who will take over the portfolio of education. I wish the Minister, Deputy Quinn, well. I hope some of his work will be continued, and I have no doubt there will be changes as we meet whoever will be the new Minister.

Seanad: Order of Business (3 Jul 2014)

Fidelma Healy Eames: A high profile rescue.

Seanad: Order of Business (Resumed) (8 Jul 2014)

Fidelma Healy Eames: I have two brief questions for the Leader.

Seanad: Order of Business (Resumed) (8 Jul 2014)

Fidelma Healy Eames: I am sure this matter has been raised many times across the House today. I encourage the Government to find every way possible to sort this mess out about the Garth Brooks concert. I was stunned yesterday morning to hear that 70,000 people are flying in from abroad.

Seanad: Order of Business (Resumed) (8 Jul 2014)

Fidelma Healy Eames: In particular, could we ask the Minister for Jobs, Enterprise and Innovation, Deputy Bruton, on whose remit this has an enormous impact, to intervene? It is a total mess. The licensing situation must be reviewed, and the residents around Croke Park must be thought about.

Seanad: Order of Business (Resumed) (8 Jul 2014)

Fidelma Healy Eames: If I could get 30 seconds, local, national and international reputations are at stake here and we have to find a way to make exceptional grounds at this point to make this happen. Finally, I ask the Government, particularly the Minister for Health, why it is not considering the offer of €750 million that is on the table from a philanthropic source for a new national children's...

Seanad: Adjournment Matters: Overseas Development Aid Provision (8 Jul 2014)

Fidelma Healy Eames: I am delighted that the Minister of State, Deputy Costello, is here because his portfolio is relevant to my question. My question is simple and straightforward. I am asking the Minister of State to strongly consider including Rwanda in Irish Aid's support programme, in view of that country's critical stage of development. This week marks the 20th anniversary of the ending of the genocide in...

Seanad: Adjournment Matters: Overseas Development Aid Provision (8 Jul 2014)

Fidelma Healy Eames: I am pleased to hear about the various links the Minister of State has outlined. I was not familiar with all of them. I understand that his answer is "not now". I did not mention an area where there is a real need. My husband did voluntary work there in the area of agriculture. He found that the people needed help to advance their breeds of cattle. A former ambassador from Africa told me...

Seanad: Adjournment Matters: Overseas Development Aid Provision (8 Jul 2014)

Fidelma Healy Eames: That leaves scars.

Seanad: Adjournment Matters: Overseas Development Aid Provision (8 Jul 2014)

Fidelma Healy Eames: That would be very useful. I thank the Minister of State.

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: I welcome the Minister of State. We have had an Adjournment debate on this issue. Like others, I have attended a meeting in Galway of approximately 250 GPs where I learned that it is the one part of the health service that is working well. Some 98% of GPs reported that their patients did not need to go to hospital and that they were able to deal with them and that they were being...

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: I accept that but I know that there is a large number-----

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: I appreciate this is an opportunity for an interchange where we will get the facts. Given that the majority of GPs are not willing to sign this contract-----

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: -----I am concerned for the patients because I do not want a free GP service for under six year olds that is only a service in name. The information available to me from the UK is that one can wait seven days for a seven-minute appointment. If I have a sick child under the age of six years - I have had occasion to be that mother - I do not want to wait even for one minute once I know the...

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: I will hold on that amendment. I look forward to the Minister of State's replies on where the negotiations are at in terms of the percentage of GPs who are not willing to sign the contract, given that there has been a number of moves since I raised the matter on the Adjournment. Based on the Minister of State's knowledge of the take-up of GPs, how reliable will the service be? For example,...

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: I thank the Minister of State for his responses which have gone some way towards clarifying many issues that are being thrashed out. We have not yet been given full clarity, however. I am a strong advocate of primary care, of which general practitioners form the backbone. The primary care system does not work without general practitioners. I built up a business case for a primary care...

Seanad: Health (General Practitioner Service) Bill 2014: Committee Stage (9 Jul 2014)

Fidelma Healy Eames: I understand amendments No. 9 and 19 are included in the group.
