Jennifer Murnane O'Connor: I thank the two witnesses. Many of my questions have been answered. I will go to Deputy Chief Constable Fiona Wilson first. I have two questions for her. She spoke about how these other resources take significantly longer to achieve and implement. She spoke about areas of education, prevention, treatment and other provisions of health services. The strategy with decriminalisation was...

- Residential Tenancies (Amendment) (No. 2) Bill 2024: Second Stage (9 Jul 2024)
Jennifer Murnane O'Connor: Absolutely. A 51-week tenancy does not suit most students, including post-graduate and medical students. As more and more landlords look for such agreements, we need to put in place rules now to keep everything fair. Most students study during college terms and then take work during the summer months, which subsidises their education. They work to help to pay for their education, which...
- Ceisteanna Eile - Other Questions: Renewable Energy Generation (11 Jul 2024)
Jennifer Murnane O'Connor: In the Minister’s opening statement, he spoke about the SEAI. I know the Government is really encouraging these grants and work is being done through contractors, but in recent months, while we are encouraging people to take up the grants, elderly people have come to me who would have got a small grant maybe 15 or 20 years ago who now go for this grant and are not allowed to get it....

Jennifer Murnane O'Connor: I will take the opportunity to contribute in view of the fact that the Minister and Minister of State are present. It is important that everybody works together. I want to speak about the IDA Ireland park in Carlow. It is one of the most beautiful buildings in the country but, unfortunately, there are no tenants in it yet. I have been working with the chamber of commerce and Carlow...
- Joint Oireachtas Committee on Disability Matters: United Nations Convention on the Rights of Persons with Disabilities: Department of Children, Equality, Disability, Integration and Youth (10 Jul 2024)
Jennifer Murnane O'Connor: That is very strong. I agree with the Minister of State. We have nine CHOs. With regard to Carlow and Kilkenny, all the districts are changing. Who is the HSE accountable to? As other Deputies have said, the system is not functioning. There is no functional system. I can speak only about my own area, Carlow–Kilkenny. I thank the Minister of State for her work and commitment....
- Joint Oireachtas Committee on Disability Matters: United Nations Convention on the Rights of Persons with Disabilities: Department of Children, Equality, Disability, Integration and Youth (10 Jul 2024)
Jennifer Murnane O'Connor: I am really going out disheartened today. How do we sort out a system that has failed our children and families so much? I know the Minister of State has the six assessment hubs to streamline the assessment of needs process. Where is the nearest one to Carlow and how is that working? According to the most recent census, County Carlow has grown by nearly 10%, and we now have a population...

Jennifer Murnane O'Connor: It is critical, and they deserve proper pay. Everyone is doing their best. The biggest issue we see daily is recruiting staff. We need full staff for full services for everyone. What is the uptake of private assessments for children for speech and language therapy and other services? Has anything been done on this?

- Joint Oireachtas Committee on Disability Matters: United Nations Convention on the Rights of Persons with Disabilities: Department of Children, Equality, Disability, Integration and Youth (10 Jul 2024)
Jennifer Murnane O'Connor: My confusion is because I hear there are not enough staff to carry out the assessments within the HSE and elsewhere. This is only hearsay but this where the confusion is. Are the staff there? Are there enough private practitioners to do it for the HSE? Staffing is the biggest crisis.
