Denis O'Donovan: We are on Committee Stage and a new recommendation has been proposed by Senator O'Brien and the other Fianna Fáil Members. It is unhelpful to the general debate of the Social Welfare Bill to have a history lesson on which party and which Government did best. I ask Senators to stick to discussing the recommendation insofar as they can.
