Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Flood Risk Insurance Cover: Discussion (15 Apr 2015)

Michael Creed: I thank our guests, Mr. Owens and Dr. Surminski, for their submissions. I have some questions for Mr. Owens. Coming from Cork, I am familiar with the devastation that occurred in the city centre, and while I do not represent that area, I have some experience of flooding in residential areas and also flooding of businesses. In respect of the experience in Fermoy, Clonmel and Waterford, to...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Flood Risk Insurance Cover: Discussion (15 Apr 2015)

Michael Creed: I apologise for missing the opening remarks by the OPW. I was present for the submissions by the Cork Business Association and others. We face a dilemma, as public representatives, with regard to those who have been adversely affected by flood events over the years and cannot now get insurance cover. The impression has been created that there is a partnership between the Office of Public...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Flood Risk Insurance Cover: Discussion (15 Apr 2015)

Michael Creed: Has Insurance Ireland access to the claims history, the cover available and the broad financial arrangements for that cover in areas where OPW has carried out significant improvements?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Flood Risk Insurance Cover: Discussion (15 Apr 2015)

Michael Creed: Some members of Insurance Ireland will not quote at all.

Written Answers — Department of Education and Skills: Teacher Recruitment (21 Apr 2015)

Michael Creed: 612. To ask the Minister for Education and Skills if she will issue a statement to all boards of management of primary and secondary schools regarding the practice of employing retired teachers on a short-term basis, when there is a significant problem with the number of unemployed teachers who are unable to secure permanent or long-term contract positions; if she will clarify the situation...

Written Answers — Department of Environment, Community and Local Government: Seniors Alert Scheme (21 Apr 2015)

Michael Creed: 644. To ask the Minister for Environment, Community and Local Government further to Parliamentary Questions Nos. 176, 178, 179, 180 and 182 of 1 April 2015 in which he stated that his Department undertook to consider new approaches to the senior alert scheme in 2014, decided that the scheme would be managed by Pobal and, in view of the fact that the market for the equipment was well...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: In his opening remarks, Mr. Duffy stated, "Given its credit rating, the cost of funding for AIB is different to the simple average of other banks across Europe." He went on to state that only 3% of AIB's funding is sourced from the ECB. Perhaps he could elaborate on the bank's credit rating when it goes to market to raise funds. AIB is a profitable bank which has restructured and is...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: Given the progress the bank has made, does Mr. Bourke expect that credit rating to improve? Is there any indication? The State, because of its improved credit rating, has been getting better deals for the taxpayer for State loans. It has extended terms and has reduced interest rates. Is AIB working aggressively to reposition itself? Why is it that only 3% of AIB's funding is coming from...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: Sorry?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: In terms of the cost of funding and risk, the losses at the bank and the provision it must make for bad losses impact on the standard variable rate and interest rates generally. What is the quantified impact of those who are the beneficiaries of tracker mortgages on the cost of funds to the standard variable rate mortgages?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: I am sure that is not cross-subsidisation. There is a loss on the balance sheet on tracker mortgages.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: I accept that, but as a proportion of the total loss, surely it should be possible to quantify what load the standard variable mortgage holder is carrying as a consequence of that proportion of the bank's total loss.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael Creed: I have several questions on the return to shareholders. If there was less obligation to make a return to the shareholder or shareholders, would the bank be in a position to deliver more with regard to the standard variable rate? One of the suite of options offered to mortgages in distress is mortgage-to-rent, and the bank clearly states there is zero take-up of this option. To me this is...

Joint Oireachtas Committee on Health and Children: General Scheme of Public Health (Alcohol) Bill 2015: Discussion (Resumed) (23 Apr 2015)

Michael Creed: I am not a member of the committee but I did not want to miss the opportunity to comment on the proposed legislation. I commend the Minister on what is probably one of the most progressive pieces of public health legislation, certainly in the lifetime of the Government. In conjunction with the Public Health (Standardised Packaging of Tobacco) Act 2015, it is up there with the previous...

Joint Oireachtas Committee on Health and Children: General Scheme of Public Health (Alcohol) Bill 2015: Discussion (Resumed) (23 Apr 2015)

Michael Creed: I do not believe that is the issue. I do not believe anybody objects to the Abbey Hotel or the Castle Hotel sponsoring the local team. It is about the drinks industry per se.

Joint Oireachtas Committee on Health and Children: General Scheme of Public Health (Alcohol) Bill 2015: Discussion (Resumed) (23 Apr 2015)

Michael Creed: Even to put it out further to 2025 would give the beneficiaries of the current sponsorship contracts time to reposition themselves. It may not be the drinks industry; it could be an insurance company, a food company or whatever. However, there are alternatives.
