- Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (No. 2) Bill 2023: Committee Stage (7 Nov 2023)
Rose Conway-Walsh: I have a question for the Minister specifically on that rent tax credit. Without having a freeze on rents it will obviously have a limited impact. It is about equity for parents of students who are studying abroad, as too many of them are forced to do. This is the case in particular for the likes of veterinary, physiotherapy and other qualifications we desperately need in this country....
- Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (No. 2) Bill 2023: Committee Stage (7 Nov 2023)
Rose Conway-Walsh: The Minister has not told me the rationale for it, or commented on the inequity it presents for parents whose children are forced to go abroad to study. It is the same expenditure - even more expenditure in many cases. If they could be facilitated in the State, they would be living in the State. This is also a time when we are trying to encourage North-South and South-North student...

Rose Conway-Walsh: There is no employer PRSI charge for the share based remuneration making share schemes particularly attractive to employers based in Ireland. That is an alternative to cash-based payments of bonuses and awards. The Commission on Taxation and Welfare was of the view that there is an opportunity for greater harmonisation and equity in the treatment of different types of share schemes with...
- Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance (No. 2) Bill 2023: Committee Stage (7 Nov 2023)
Rose Conway-Walsh: On the energy cap, it is either misrepresented or there is a complete misunderstanding of how it was made up because it was absolutely different from the one proposed in Britain. Indeed, it was the one proposed in, I think, 11 other countries across the EU, including Germany, that was found to be absolutely successful. I advise members of the Government to have a look to understand what the...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Finance and Economics: Discussion (13 Jul 2023)
Rose Conway-Walsh: I am sharing my time with Mr. Hazzard. I welcome all the witnesses here today. I value their contribution. It has been a most interesting discussion. They will know this discussion is taking place in the context of us following on from the Seanad discussions on our constitutional future. This committee, being about the implementation of the Good Friday Agreement, is obviously examining...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Finance and Economics: Discussion (13 Jul 2023)
Rose Conway-Walsh: We have obviously seen the links and the reorientation of the supply chains in terms of goods North and South as well. There is also a relationship between the South and Britain. It does not mean there is a zero situation whereby all ties are cut off and there are no longer east-west supply chains. I do not want to take up more time on that point. Obviously, the EU said it would welcome...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Rose Conway-Walsh: I have a number of questions and I would really appreciate some straight answers. The first one is for Mr. Kelly. Ms Hegarty made a point about the building condition surveys that have been done so far. Are they going to accepted on to the new scheme without going back on those further? Please give a yes-no answer.

Rose Conway-Walsh: Does Mr. Ó Coigligh agree that "100%" means that homes must be fully insurable, mortgageable and restored to full market value?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Rose Conway-Walsh: Does that mean that they will? I really need to get to the bottom of this and I need to get to it straight. We have heard from Engineers Ireland that the homes will not be insurable. They say they will not get professional indemnity insurance on the basis of this scheme because it is not fit for purpose. Does Mr. Ó Coigligh agree or disagree with that statement?

Rose Conway-Walsh: Does Mr. Ó Coigligh agree to the bottom line that houses must be fully insurable, mortgageable and restored to full market value?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Rose Conway-Walsh: Does Mr. Ó Coigligh agree that it has to be for all homeowners?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Rose Conway-Walsh: Ms Hegarty brought up the issue of the scheme being retrospective. The Minister promised publicly that this scheme would be retrospective. We do not see retrospection mentioned anywhere. That was for people whose homes were collapsing and they had to do work on them. Where is the retrospective element?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Defective Block Scheme Regulations and Review of IS 465: Discussion (13 Jul 2023)
Rose Conway-Walsh: The Minister promised that the scheme would be retrospective. We have at least one homeowner in Mayo who had to conduct works to stop their house from falling down, before the original scheme opened. The Minister promised a retrospective element. Where is it?
