- Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)
Michael Fitzmaurice: I apologise for that; something went wrong even though I am in Leinster House, but I do not know what happened. Those are my questions for the Minister. Deputy Carthy can then go in straight after.
- Residential Tenancies (Amendment) (No. 2) Bill 2021 [Seanad]: Second Stage (3 Dec 2021)
Michael Fitzmaurice: I welcome the opportunity to speak on the Bill. As the Minister of State and everyone around the country knows, even in areas where there was never a problem with rents, it is becoming a problem. Even in small towns where three, four or five years ago there was not a problem, it is now a problem to get a house. Thankfully, we see some families moving to such areas, which is welcome....
- Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Second Stage (3 Dec 2021)
Michael Fitzmaurice: When I saw stuff coming up on my phone today, it reminded me of the song about "the day the music died". For the youngsters of this country, the announcement this evening is devastating. It is devastating not alone for them but for any person who talks about being a politician or being involved in politics because we politicians saw what was coming from NPHET today on our phones. It was...
- Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Second Stage (3 Dec 2021)
Michael Fitzmaurice: It was always there but you would not admit it.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: I thank the witnesses for coming in to us. Mr. Dillon might tell me how many farmers we need who are doing the green certificate, for example, to be coming on stream on a yearly basis to keep the approximately 120,000 to 130,000 farmers in the country at present, on course?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: Some of them are probably going on to do the two or three-year courses, which would probably bring them on to involvement in agriculture. I noticed in the witnesses' submission and I have heard them speak about it previously, a facility through the EU, perhaps a loan facility, for young farmers starting off. One of the witnesses said he had 200 cows. The guts of 300 acres are needed for...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: My understanding the 90 ha limit will go in 2022 and one can go with whatever one wants.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: The national reserve. My understanding is it will go from 90 ha of a national reserve at present to you being able to have 500 ha, if one wants. I ask Mr. Dillon whether this is right.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: I apologise for interrupting Mr. Dillon but my theory was that when trying to finance a young farmer starting off, if we did something with the package to increase the money for them in some way or another, as Mr. Keane had talked about earlier, rather than getting rid of the threshold, we would be better able to finance those starting.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: While it is correct to set an equal platform throughout the country, young or old, my understanding is there are other options where funding could have been got out of that pot to help younger farmers.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: Our guests acknowledged the Minister is trying to resolve the matter of forgotten young farmers. There is some suggestion of various ages and I do not know how many will be involved when it comes down to it. My understanding is that is being resolved under the new CAP proposals. Will the witnesses enlighten us on what talks they have had on that? As for the eco-schemes, do they support...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: What is Macra na Feirme's view on mixed-species swards? I presume liming is fairly good and soil-sampling is important. Has Macra na Feirme examined the use of mixed-species grasses?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy and Young Farmers: Engagement with Macra na Feirme (1 Dec 2021)
Michael Fitzmaurice: My regional colleague has joined the meeting and other members may wish to contribute, so I will leave it at that. I thank our guests.

- Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Committee and Remaining Stages (8 Dec 2021)
Michael Fitzmaurice: The amendment is a good one for the simple reason that regulation is a dangerous thing. In the dark of night, a Minister can sign whatever he or she wants if there is a regulation in place and he or she does not have to come into the Dáil. What would have to happen then is that we would have to go to the courts within six months to challenge a regulation. People might bring up...
- Planning and Development (Amendment) (Large-scale Residential Development) Bill 2021: Report and Final Stages (8 Dec 2021)
Michael Fitzmaurice: I agree with the Minister when he talks about consistency and planning right now throughout Ireland. We do not have it at the moment. It could be down to a planner. It could be down to a director of planning. I will give the Minister an example. There are five counties in the west. If you worked in Dublin, bought a house in Dublin and then decided to move down to the west to build a...
