Pre-European Council: Statements (2 Dec 2020)

Ruairí Ó Murchú: I must agree with much of what has been said today. If we base our thoughts on statements made in the past while, we seem to be looking at the crux of Brexit. We hope Mr. Barnier can deliver a deal. The National Audit Office in Britain has basically stated that there has been insufficient preparation, with insufficient systems put in place, and with nothing on the cards but chaos. We...

Joint Oireachtas Committee on European Union Affairs: EU Migration and Asylum Pact: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I thank Mr. Shotter for his comprehensive report and his acceptance that the system is not working. I would reiterate much of what other members have said, in particular on whether to call this period a crisis. It is a crisis for a large number of people. What Deputy Brady discussed was horrific, particularly the numbers. My questions will be somewhat similar. I get that we want a...

Joint Oireachtas Committee on European Union Affairs: EU Migration and Asylum Pact: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I thank Mr. Shotter for his very comprehensive answers. On the Eurodac regulation, Mr. Shotter spoke about the need for it to be amended. I am not sure if I understood him correctly. He said that checks can only be made on the basis of applications, not applicants. Is there a difficulty with the database system or is this determined by the regulation? Is there a software issue that needs...

Joint Oireachtas Committee on European Union Affairs: EU Migration and Asylum Pact: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I thank Mr. Shotter.

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I thank Ms O'Donnell and Mr. Grant. The issue in respect of instructors is significant and needs to be resolved. With regard to the capacity issues, the committee might look at writing to the Minister. This issue needs to be expedited. I accept that the RSA is trying to move it on as quickly as possible. The main focus of the RSA is, obviously, on reducing the number of fatalities and...

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Ruairí Ó Murchú: Mr. Grant believes the IT systems are sufficient.

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I understand that.

Joint Oireachtas Committee on Transport, Tourism and Sport: Chairs Designate of the Road Safety Authority and Dublin Port: Discussion (2 Dec 2020)

Ruairí Ó Murchú: Does Ms O'Donnell wish to comment on Government actions?

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: The Dublin Port Company's asks of the Government are to conclude a Brexit deal and to ensure the availability of staff. Have systems been stress-tested?

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I thank all the speakers for their comments. I am going to follow up on some things already put to Mr. O'Reilly. We are looking at the gauntlet of Brexit. Deputy O'Rourke also raised issues in respect of the Revenue Commissioners. At one stage, I thought Mr. O'Reilly may have been seeking a greater level of resources. He said that the IT systems have been stress-tested in respect of the...

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: That is fine. I am going back to what was asked of Government. Hearing that Dublin Port tunnel could be used as a sort of drive around and inefficient parking system frightens all of us. Does Mr. O'Reilly have any information - and this could also be a matter for Mr. Carr - regarding any changes that might be happening, including relevant numbers, concerning people seeking to move goods...

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: We have no notion of the numbers and market wants.

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: That is fine. I will put the same question to Mr. Carr. A similar question concerns how feasible it will be, then, to stagger times regarding ferries coming in. Whatever the rights and wrongs may be of what has been done, I accept there are difficulties concerning this issue. It will involve a conversation with all stakeholders, however, including hauliers and the representatives from the...

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: I accept that, and there needs to be flexibility across the board on this issue.

Joint Oireachtas Committee on Transport, Tourism and Sport: Challenges for Ports arising from Brexit: Discussion (2 Dec 2020)

Ruairí Ó Murchú: The only other aspect I would like to know about concerns asks to the Government. There are worries, so what needs to happen now?

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (3 Dec 2020)

Ruairí Ó Murchú: The French system at Calais has not allowed for an exemption for Irish goods exported through the land bridge in Britain. Multiple contingency issues will need to be dealt with but the Tánaiste might comment specifically on that one. I will not get into the ins and outs of the difficulties with regard to the port tunnel and the possibility of using it as a car park for the port.

Finance Bill 2020: Report Stage (Resumed) and Final Stage (3 Dec 2020)

Ruairí Ó Murchú: Go raibh maith agat, a Leas-Cheann Comhairle. I appreciate the opportunity to speak. It should not take seven minutes to say what I need to say; it should not even take three. I have to agree with much of what has already been said in this Chamber. I am speaking in support of amendments Nos. 72, 76 and 77. It is straightforward; carbon tax is a regressive tax. It has already been said...

An tOrd Gnó - Order of Business (8 Dec 2020)

Ruairí Ó Murchú: Student nurses should be paid, particularly when they do essential necessary work and at a point in time when there are unable to work in other health settings. Now that the Government has made its decision, I welcome that some can avail of the pandemic unemployment payment, PUP. I also welcome that there will be a review of allowances. Third year nursing and midwifery students in the...

An tOrd Gnó - Order of Business (8 Dec 2020)

Ruairí Ó Murchú: Can the payment be made upfront?

An tOrd Gnó - Order of Business (8 Dec 2020)

Ruairí Ó Murchú: In order that the allowance could be paid faster.
