- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: It states, "the regulation of the type or class of boat (including its dimensions) which may be used on the canals;".
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: My point is there is regulation of the boat. The previous lines state, "the regulation of the conditions (including conditions as to safety) under which boats may be used on the canals;". I am merely stating that is within the remit of the legislation in front of us.

- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: Subsection (1)(a) refers to "(including conditions as to safety)". Subsection 1(b) seeks to regulate the type or class of boat. There seems to be a contradiction.
- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: The subsection states "(including conditions as to safety)". It is not clear.

- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: With respect, I still think the provision is unclear. The Bill provides for the regulation of the type or class of boat, including its dimensions, so I do not see anything that precludes regulation in this area. However, I am happy to discuss it at another time.

- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: In regard to the statement that the Bill will return to this House, it may not. If we get it right in the Seanad then when it goes to the Dáil it passes at that stage. Our role in the Seanad as legislators is to ensure the legislation leaves this House in the best possible shape. If it comes back to the Seanad, so be it but it is not for us to wait to see what the Dáil does.

- Seanad: Heritage Bill 2016: Committee Stage (Resumed) (2 Mar 2017)
Alice-Mary Higgins: The problem is that we are dealing with two issues, namely, the canals and the Heritage Bill. My concern is the Heritage Bill and this particular section. It is important that that is not lost. The Minister has acknowledged the proposals from stakeholders came in during the legislative process. That is the key problem. I want to ensure that adequate time is give to the later sections...
- Seanad: Order of Business (Resumed) (7 Mar 2017)
Alice-Mary Higgins: I join other Senators in congratulating Bridget Doody on her appointment. I look forward to working with her. Others have spoken about what we saw in Tuam. It was not shocking because it was well signalled but in terms of the idea of hundreds of babies and children buried in septic tanks, and all of the pain that goes with that, I join those who have called for the commission of inquiry's...

- Seanad: Order of Business (Resumed) (7 Mar 2017)
Alice-Mary Higgins: Apologies. We talked about a debate on the future of Europe, and a multi-speed Europe was mentioned again earlier. I will raise the issue directly with the Leader but I would like a debate on that.

- Seanad: Tourism Industry: Motion (8 Mar 2017)
Alice-Mary Higgins: I thank the Minister. It is unfortunate that we did not get to speak before because I would love to have shared some of the thoughts I had and discuss the points he made in his lengthy response. I thank the Minister for the comprehensive nature of his contribution. I recognise from the contribution of Senator Conroy that there are some very genuine sentiments. Many of those thoughts were...
