Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Department of Agriculture, Food and the Marine (29 Jan 2019)

Paul Daly: I apologise for being late. I had another engagement. My reading of scrutiny in the EU at the moment is that it is based on the animal welfare conditions in the non-EU countries of arrival. I am very impressed with the report. I know from experience that we are on the top of our game, that the Department scrutinises everything in its fullness, and that the health, welfare, and travelling...

Seanad: An tOrd Gnó - Order of Business (31 Jan 2019)

Paul Daly: I support the call made by my colleague, Senator Wilson, for the Leader to invite the Taoiseach to the House and address us concerning the Taoiseach's recent statement. Not only is Leo Varadkar the Taoiseach, he is also the Minister for Defence and it could be one of the lead Ministries if Brexit goes in the wrong direction. I wish to raise the issue of tolls for small, light commercial...

Seanad: Community and Rural Support Schemes: Statements (6 Feb 2019)

Paul Daly: I welcome the Minister of State to the House and thank him for his comprehensive report on all the schemes and budgets within his Department. I live in rural Ireland and will have to be a little bit critical. Great efforts are being made and money is being spent but there is a lot more to be done. It is an area of the country in desperate need of progression. Throwing money at an issue...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: Mr. Scallan spoke about lairage and explained what was in France for this purpose. He suggested it might be good for the farming organisations or the Department to secure further lairage there. How far did Mr. Scallan get with his conversations on this matter? All business is based on supply and demand and Mr. Scallan seems confident that he could get rid of at least 200,000 calves if he...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: The witnesses referred to talking to the Department, farm bodies and fellow exporters about collective investment in additional lairage. How far did the witnesses get in those discussions?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: As I see this situation, there was then no buy-in and there was a flat knock back. The witnesses did not have time to have their proposal in place for this year and there is still no contingency plan to have something in place for next year. There is a full year until next year.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: It fell flat and there is, therefore, no plan.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: I appreciate that.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: Brexit aside, how does the landbridge across the United Kingdom compare with the Cherbourg route, especially for the calves going to Holland and northern Europe? How does it compare with respect to regulations etc.?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: Correct me if I am wrong but are those people putting a longer journey on the Irish calf because of their protests? They are having the opposite of their desired effect.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: The animal rights people are blocking the lorries.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Live Exports: Discussion (12 Feb 2019)

Paul Daly: A longer trip is taken instead.

Seanad: Progress in Relation to Climate Change: Statements (14 Feb 2019)

Paul Daly: I welcome the Minister and thank him for his comprehensive statement. As Members are all aware, the agrifood sector supports 300,000 jobs in rural communities where they are most needed, and it is our largest indigenous industry, with food and drink exports reaching €12 billion in 2018. When we discuss progress on climate action, we have to be cognisant of these facts and always...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Future of the Beef Sector in the Context of Food Wise 2025: Department of Agriculture, Food and the Marine (19 Feb 2019)

Paul Daly: I welcome the officials. I apologise because I had to leave for a vote. I apologise if I am repeating anything discussed while I was away. I will catch up with the debate I missed by reading the transcript. Deputy Cahill hit the nail on the head. It is very hard to add to or take from what he said. The report we got today is just paying lip service to the beef sector. It is basically...

Seanad: Update on Implementation of National Forestry Programme: Statements (27 Feb 2019)

Paul Daly: I thank the Minister of State for his comprehensive report on the forestry programme to date. Fianna Fáil is committed to developing the forestry sector in Ireland, which plays a very important role in environmental, economic and social policy. The growing, harvesting and processing of forests make a massive contribution to the economy. In Ireland, this is estimated to be in the...

Seanad: National Training Fund: Statements (28 Feb 2019)

Paul Daly: I thank the Minister of State. When is it proposed to sit again?

Seanad: An tOrd Gnó - Order of Business (4 Apr 2019)

Paul Daly: I second the proposal of Senator Humphreys to amend the Order of Business. I raise an issue that I have raised on many occasions. It is a topic we try to avoid as much as possible because it is becoming such a nightmare. I refer to Brexit and its effect on the beef sector. Fianna Fáil moved a Private Members' motion in the Dáil last week which was accepted by the Government....

Seanad: Wildlife (Amendment) Act 2016: Committee Stage (Resumed) (9 Apr 2019)

Paul Daly: I and my party support the amendment. I agree wholeheartedly with Senator Burke's statement. I have come across some instances where community projects on the outskirts of towns and villages include one little corner of a natural heritage area on the site map. The whole project is then thrown into jeopardy. Community projects developed in and around natural heritage areas will in many...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Future of the Beef Sector in the Context of Food Wise 2025: Discussion (Resumed) (9 Apr 2019)

Paul Daly: I was a member of the Joint Committee on Climate Action. The presentation would have been more appropriate to that committee. The brief today was the future of the Irish beef sector and while the witness highlighted many of the negatives and mentioned just transition in passing, he has not given us anything that we could incorporate into the report we are compiling as to what could be that...

Seanad Committee on the Withdrawal of the United Kingdom from the European Union: Engagement on Citizenship Rights (8 May 2019)

Paul Daly: I thank the witnesses for coming here today and for their eye-opening presentations. I was not aware of many of the consequences of Brexit. I ask that we park Brexit for a few seconds, which I know is impossible to do in any walk of life in the current period, as I want to get my head around how we got here. If there was no Brexit, hypothetically speaking, where would we be today? Has a...
