Rose Conway Walsh: I know what he is trying to do.

Seanad: Northern Ireland: Statements (26 Jan 2017)

Rose Conway Walsh: I thank the Minister for being with us this afternoon to discuss this important subject. I want to begin by paying tribute to my colleague, Mr. Martin McGuinness. I wish him and his wife, Bernie, well and hope he enjoys a speedy recovery. I want to thank him for the wonderful work he has done for peace on this island. I also want to thank Senators for their acknowledgement of his work. I...

Seanad: Northern Ireland: Statements (26 Jan 2017)

Rose Conway Walsh: This matter has to be sorted out and we took the only decision available to us. I am heartened by the many good wishes I have received for Martin McGuinness, both in this House and from all political persuasions, with regard to his speedy recovery. I want to address the distaste and disdain expressed for hard-line nationalism, which does a real disservice to the good work that has been done...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: I thank the witnesses for their presentations. From my own experience, I can concur with almost everything that has been said here today. The behaviour of the banks has caused devastation right across the banking system and the country, in particular in rural Ireland. I am particularly interested in Ms Lavin's evidence put forward on the engineering defaults. It absolutely reflects my...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: I am conscious of my time.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: The revelations this morning that the consumer protection and whistleblower lines to the Central Bank are not even in operation were interesting. That speaks volumes about how seriously it takes its consumer protection role. Does Mr. Beades believe the law needs to be changed? Alternatively, does he believe the existing powers are sufficient to address what we need to address?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: Did Mr. Beades say the Central Bank needs more powers or is it not using the powers it has?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: It would say otherwise. We asked its representatives specifically whether it needed more powers but they did not seem to believe so.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: I need to move on to ask about the vulture funds. What could be done by us to regulate them a little more? I refer in particular to the regulation of the owner rather than the middleman. Would this make a difference?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: Does Mr. Beades concur with the narrative that vulture funds, although hard-nosed, are almost better than banks for cutting a deal?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: Ms Lavin has made a sensible suggestion, which should have been implemented in the first place.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: I do not feel confident that it will be done even though it is the right way forward. One thousand homes were offered for takeover but the uptake by the Government and local authorities was minuscule.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: Joined-up thinking is needed to tackle the homelessness issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business and Banking: Discussion. (26 Jan 2017)

Rose Conway Walsh: No. I thank all of the witnesses for their presentations and answers.

Seanad: Order of Business (31 Jan 2017)

Rose Conway Walsh: I thank the Cathaoirleach. I congratulate Mr. Martin Groves on his new position and wish him well in it. If he does it as well as he has done his other job since I came here, I am certain he will have success. He will have all our co-operation in doing that job. I commend the Hughes family on their initiative on Westport House and congratulate all involved. At the end of the day, they...

Seanad: Order of Business (31 Jan 2017)

Rose Conway Walsh: We do not.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU State Aid Rules - Investigation into Preferential Tax Rulings: European Commissioner for Competition (31 Jan 2017)

Rose Conway Walsh: I thank the Commissioner for being with us today. To go back over a couple of things, is the Commissioner saying that if it were not for the US Senate hearing which exposed the tax incentive arrangement with Apple, there would not have been this investigation and we would not be here now? The Irish Government is saying this was part of a trawl through. Is the Commissioner saying it would...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: EU State Aid Rules - Investigation into Preferential Tax Rulings: European Commissioner for Competition (31 Jan 2017)

Rose Conway Walsh: It reminds me of an appearance on "The Late Late Show" by a former Commissioner which gave rise to a lot of other stuff. People in the room will know what I am talking about. It depends on the position from which one is looking at this. One may say they did the State some service. Has the Commissioner tried to quantify the possible amount of state aid in all of the rulings and...
