Written Answers — Department of Public Expenditure and Reform: Drainage Schemes (22 Nov 2016)

Seán Canney: The channel referred to by the Deputy forms part of the Inny Drainage scheme, responsibility for the maintenance of which lies with the Office of Public Works. I can confirm that the OPW foreman for the area has been in contact with the Chairperson of the Multyfarnham Tidy Towns Committee and has agreed that maintenance of the channel will be carried out in the new year as part of this...

Written Answers — Department of Public Expenditure and Reform: State Properties (22 Nov 2016)

Seán Canney: I am advised by the Commissioners of Public Works that the Sergeant's House, Old Garda Station## (formerly RIC Barrack), is being retained for State use for the purpose of meeting future accommodation needs and, therefore, it will not be possible to facilitate the Clare 22nd Battalion Association.

Written Answers — Department of Public Expenditure and Reform: Drainage Schemes (22 Nov 2016)

Seán Canney: As I outlined to the Deputy in my reply to his Parliamentary Question on 5th July this year (PQ #390 refers), the location referred to is part of the tidal reaches of the River Maine Catchment Drainage Scheme. This scheme was carried out by the Office of Public Works (OPW) under the Arterial Drainage Act, 1945 and the OPW continues to have a statutory responsibility for its maintenance. ...

Other Questions: Drainage Schemes (24 Nov 2016)

Seán Canney: The core strategy for addressing areas at potentially significant risk from flooding is the Office of Public Work's catchment flood risk assessment and management, CFRAM, programme. A total of 300 locations nationwide are being assessed under the programme, which is being undertaken by engineering consultants on behalf of the OPW working in partnership with the local authorities. Cavan town...

Other Questions: Drainage Schemes (24 Nov 2016)

Seán Canney: The Deputy asked several questions. He asked about the minor works scheme. I do not have that information to hand but I can find it out for the Deputy. As I said previously, the CFRAM programme is the way forward. It identifies the 300 areas of risk. There is close co-operation between the Rivers Agency and the OPW. The Office of Public Works has a role to play. It is normally the...

Other Questions: Flood Prevention Measures (24 Nov 2016)

Seán Canney: I thank the Deputy for his kind comments. There is a whole-of-government approach; it does not involve only me in the Office of Public Works. I commend the entire Government for the approach taken to dealing with flooding. The investment has been laid out. Some minor works schemes, of which the Deputy may or may not be aware, have been carried out and will continue. They take place to...

Other Questions: Flood Relief Schemes Status (24 Nov 2016)

Seán Canney: I am advised by the Commissioners of Public Works that the Ballymakeera-Ballyvourney scheme is at outline design stage where the preferred options of the scheme are being finalised. As the River Sullane has a history of freshwater pearl mussels which have protected status as an annex II listed species under the EU habitats directive, an environmental survey was carried out to establish...

Other Questions: Flood Relief Schemes Status (24 Nov 2016)

Seán Canney: I share the Deputy’s concerns about how some projects can get stuck in the process. There are five stages, the first of which is the feasibility study and preparation of a flood risk management plan. Stage two is public consultation; while stage three is public exhibition, effectively a planning permission phase which has a statutory timeframe. If it comes through public exhibition...

Other Questions: Flood Relief Schemes Status (24 Nov 2016)

Seán Canney: Flood relief schemes generally are a priority for the Government. We have a whole-of-government approach to them. This scheme is in progress. Sometimes progress is not made as quickly as people would like because there are complex environmental engineering solutions to be found. We have the solutions in place, but we have to have an exhibition, followed by a tender process. I take on...

Other Questions: Flood Prevention Measures (24 Nov 2016)

Seán Canney: The money budgeted for for the scheme is built into our profiles of expenditure for the period 2016 to 2020. It is in place in the overall capital investment plan of €430 million and will be allocated when the project comes on stream.

Written Answers — Department of Public Expenditure and Reform: Flood Risk Management (24 Nov 2016)

Seán Canney: The Interdepartmental Flood Policy Coordination Group that I chair was established in 2005 and met on four occasions between March 2006 and September 2009. During this period, many elements of the Outline Implementation Plan for the 2004 Flood Risk Management Policy that involved parties in addition to the OPW were undertaken and/or completed including the publication of Planning guidelines,...

Seán Canney: The Lower Morrell River flood relief scheme is being progressed by Kildare County Council (KCC) as the Contracting Authority for the scheme with funding provided by the Office of Public Works (OPW). I am advised that KCC and its consultants are currently working on the Environmental Impact Statement (EIS) and detailed design of the scheme which includes liaising with the various...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes (24 Nov 2016)

Seán Canney: On 8th November I announced funding of €2m for a targeted humanitarian aid scheme for those primary residential properties that flooded during last Winter and had flooded in previous years to ensure those worst affected homeowners have a primary residence. While the Government has agreed that the terms of funding for relocation will be in line with the previous scheme in 2009, I am...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes (24 Nov 2016)

Seán Canney: Parts of the townland of Ardcullen are low lying and within the benefiting areas of the River Feale drainage scheme and are protected by OPW embankments. That scheme was constructed in the 1950s under the Arterial Drainage Act 1945. It was designed to provide outfall to agricultural land and not designed to provide protection to properties from extreme flooding events such as have been seen...

Flood Insurance Bill 2016: Second Stage [Private Members] (29 Nov 2016)

Seán Canney: I too thank Deputy Michael McGrath for introducing this Private Members' Bill on the topic of flood insurance and I am delighted to have the opportunity to speak on this very important issue. Like the Minister, Deputy Noonan, the Minister of State, Deputy Eoghan Murphy, and other speakers, I am fully aware of the difficulties experienced by certain households and businesses in securing flood...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes Applications (29 Nov 2016)

Seán Canney: Local flooding issues are a matter, in the first instance, for each local authority to investigate and address. The Office of Public Works' (OPW) Minor Flood Mitigation Works and Coastal Protection Scheme is not a grant scheme for individual homeowners or private property owners. It is a scheme under which the OPW may provide funding assistance and support to local authorities to...
