Joint Oireachtas Committee on Transport and Communications: EU Scrutiny Reports: Discussion with the Department of Communications, Energy and Natural Resources (27 Nov 2013)

Ann Phelan: I will develop Deputy Colreavy's point. I am glad to hear the Department has taken on board the fact that people's concerns are genuine. It does not matter how long we discuss this matter. The crucial issue is not consultation. There is a willingness on the part of the semi-State to listen to what people are saying, but it seems to them that is all the semi-State is doing, in that it has...

Joint Oireachtas Committee on Transport and Communications: EU Scrutiny Reports: Discussion with the Department of Communications, Energy and Natural Resources (27 Nov 2013)

Ann Phelan: Yes.

Joint Oireachtas Committee on Transport and Communications: EU Scrutiny Reports: Discussion with the Department of Communications, Energy and Natural Resources (27 Nov 2013)

Ann Phelan: That is always helpful.

Joint Oireachtas Committee on Transport and Communications: EirGrid: Discussion with Chairman Designate (3 Dec 2013)

Ann Phelan: I will not speak about the appointment of Mr. O'Connor but his appointment was not greeted very well on the ground because the public perception is that his appointment has now weighted EirGrid against the community. As public representatives we find it very difficult to deal with that argument. There is no confidence whatsoever in the public consultation process carried out by EirGrid. I...

Joint Oireachtas Committee on Transport and Communications: EirGrid: Discussion with Chairman Designate (3 Dec 2013)

Ann Phelan: Is Mr. O'Connor in a position to address the issue about the jobs?

Joint Oireachtas Committee on Transport and Communications: EirGrid: Discussion with Chairman Designate (3 Dec 2013)

Ann Phelan: The problem is that misinformation is created when a vacuum arises. It is said that a man convinced against his will is of the same opinion still. We really have a job to build up public confidence in EirGrid because in my view that confidence is at an all-time low. I certainly do not envy the chairman his position in trying to rebuild it even from that level.

Electricity Infrastructure: Motion (Resumed) [Private Members] (4 Dec 2013)

Ann Phelan: Yes, there is.

Electricity Infrastructure: Motion (Resumed) [Private Members] (4 Dec 2013)

Ann Phelan: I am thankful for the opportunity to speak. I am glad my colleague spoke about the need for balance because we certainly need it in this area. With four optional routes in County Carlow and one in County Kilkenny, there are many very unhappy people. I will not play politics because I believe this issue is too important to be preying on people's fears and circulating misinformation to...

Written Answers — Department of Transport, Tourism and Sport: Local Improvements Scheme (4 Dec 2013)

Ann Phelan: 170. To ask the Minister for Transport, Tourism and Sport if funding will be allocated for local improvement schemes within the local authorities in the upcoming year, 2014; and if he will make a statement on the matter. [52029/13]

Joint Oireachtas Committee on Transport and Communications: Electricity Transmission Network: Discussion with EirGrid (4 Dec 2013)

Ann Phelan: Perhaps we might suspend to allow the delegates consider Deputy Patrick O'Donovan's questions.

Joint Oireachtas Committee on Transport and Communications: Electricity Transmission Network: Discussion with EirGrid (4 Dec 2013)

Ann Phelan: I am conscious of the fact that our communities are depending on us to raise their fears and to try to have their concerns addressed. There are very much depending on the committee to be the buffer between them and EirGrid and to try to exhaust all the possibilities that exist before we set the landscape with 43 m pylons. I am keen to move beyond the consultation process because it does...

Joint Oireachtas Committee on Transport and Communications: Electricity Transmission Network: Discussion with EirGrid (4 Dec 2013)

Ann Phelan: My point is that the project is being sold to the communities as a vehicle for economic recovery and that it will create jobs. I am using the sugar beet industry as a specific example in my community that if we support the project, we may be able to deliver jobs. The community needs to know how this can be achieved by the project. There is no point in Mr. Slye or me going to the community...

Joint Oireachtas Committee on Transport and Communications: Electricity Transmission Network: Discussion with EirGrid (4 Dec 2013)

Ann Phelan: What about the literature on the effects on children?

Joint Oireachtas Committee on Transport and Communications: Electricity Transmission Network: Discussion with EirGrid (4 Dec 2013)

Ann Phelan: Such clarity is needed in order to inform and reassure communities.

Joint Oireachtas Committee on Transport and Communications: Electricity Transmission Network: Discussion with EirGrid (4 Dec 2013)

Ann Phelan: There is confusion with the height of the pylon.

Topical Issue Debate: Foreign Conflicts (10 Dec 2013)

Ann Phelan: It is particularly poignant for me to be discussing this issue on the same day that the world celebrates the life of one of the most influential and courageous figures in our lifetime, Nelson Mandela. As someone who played such a pivotal role in the anti-apartheid regime in South Africa and whose name has become synonymous with peace and friendship and democracy, it would have deeply...

Topical Issue Debate: Foreign Conflicts (10 Dec 2013)

Ann Phelan: I thank the Minister of State for his comprehensive response. I welcome the forthcoming addressing of these issues by the Foreign Affairs Council next Monday in Brussels because if one learns anything from history, it is that standing by is not an option. In 1994, the world stood idly by as warfare escalated in Rwanda and over a period of 100 days, 800,000 civilians were slaughtered. As a...

Written Answers — Department of Agriculture, Food and the Marine: Fishing Industry (10 Dec 2013)

Ann Phelan: 441. To ask the Minister for Agriculture, Food and the Marine if a remuneration or compensation package is being considered by the EU for fishing businesses that were forced to cease operation here following the reduction in fishing quotas in 2009; and if he will make a statement on the matter. [52999/13]

Committee on Transport and Communications: Select Sub-Committee on Transport, Tourism and Sport: Road Traffic (No. 2) Bill: Committee Stage (11 Dec 2013)

Ann Phelan: Would it be possible to introduce a temporary change to see how it works, or would that be creating too much uncertainty? People need to be certain about the penalties for different road offences.

Committee on Transport and Communications: Select Sub-Committee on Transport, Tourism and Sport: Road Traffic (No. 2) Bill: Committee Stage (11 Dec 2013)

Ann Phelan: On a point of clarification, from my knowledge, it is not the doctor who does the driving, as he has a designated driver who does the driving.
