Health Bill 2008: Committee Stage (11 Dec 2008)

Seán Barrett: Could the Minister give way for a moment?

Health Bill 2008: Committee Stage (11 Dec 2008)

Seán Barrett: The cut-off point under which people pay the lower tax rate of 20% is €700 per week. The Government announced it was restoring the medical cards to people over 70 with the exception of the "super rich". If one has an income that matches the tax regulations that allow one to pay tax at 20%, up to €700 per week, one is not part of the super rich in this country. Let us dismiss that myth....

Seán Barrett: Will the Minister arrange for a reply to be sent to the Joint Oireachtas Committee on Climate Change and Energy Security in respect of the points made by it when scrutinising the proposals for 2012-20? In the context of changes made to facilitate other countries, was agreement reached on the establishment of a fund to deal with carbon capture and storage from coal? Also, was there any...

Finance (No. 2) Bill 2008: Report Stage (Resumed) and Final Stage (17 Dec 2008)

Seán Barrett: I support the principles behind both amendments. There is a simple point about pensions. A person gets tax relief on the amount of money put into a fund. When one takes it out one pays tax. I always felt it was wrong to put too many restrictions on the ways people deal with their pension money. Circumstances are different for different individuals. Some people may need money immediately...

Finance (No. 2) Bill 2008: Report Stage (Resumed) and Final Stage (17 Dec 2008)

Seán Barrett: ——but I still must take out 2%. My point is that the tax the Minister will get on the 2% is far less than he would get if it were allowed to recover and grow. Taking 2% of a lesser amount means taking less tax. It seems crazy that people in my position are forced to take 2% at a time when it is not required. If my retirement age were 65 it would be a different matter. Flexibility,...

Finance (No. 2) Bill 2008: Report Stage (Resumed) and Final Stage (17 Dec 2008)

Seán Barrett: ——point would be criminal. I am pleased the Minister is making provision in this regard. Perhaps we might have an opportunity to discuss the issue further in respect of next year's Finance Bill. There are two parts to section 15, which concerns the assessment of days spent outside the country. The Minister said the change in question will occur as and from 2009. Is it reasonable to...

Business of Dáil (20 Jan 2009)

Seán Barrett: It is a motion before the House and as a Member I am entitled to say something about this sham.

Business of Dáil (20 Jan 2009)

Seán Barrett: Yes I am.

Business of Dáil (20 Jan 2009)

Seán Barrett: It does not say that. Show me the Standing Order which states that a motion before the House cannot be discussed by all Members.

Business of Dáil (20 Jan 2009)

Seán Barrett: A Cheann Comhairle, I am entitled to a reasonable answer.

Business of Dáil (20 Jan 2009)

Seán Barrett: This is a motion before the House. As a former Chief Whip and Opposition Whip, I would not have the neck to present a motion like this——

Business of Dáil (20 Jan 2009)

Seán Barrett: ——that only gives two hours to debate such important legislation.

Business of Dáil (20 Jan 2009)

Seán Barrett: This will mean only six ordinary Members will be able to speak on Second Stage. This is outrageous.

Business of Dáil (20 Jan 2009)

Seán Barrett: I would recommend to colleagues on the Opposition benches that they should walk away from this and not be part of this sham.
