Seanad: Order of Business. (26 Nov 2003)

Kathleen O'Meara: There is now much confusion, particularly in the medical profession, about the implementation of the Hanly report. Last Sunday, Dr. Peter Kelly said on national radio that the entire report must be implemented in full, but at the same time we are hearing from the Taoiseach and many Government Deputies that accident and emergency units will remain open. What is the actual position? I ask the...

Seanad: Overseas Development Aid: Motion. (26 Nov 2003)

Kathleen O'Meara: I move amendment No. 2: To delete all words after "Seanad Éireann," and substitute the following: a."noting the Taoiseach's commitment to the UN on September 25th to increase ODA to 0.7% of GNP by 2007; b. noting the many successes of Ireland's Overseas Development Aid Programmes; c. recognising that in clear breach of the Taoiseach's promise ODA will remain at...

Seanad: Order of Business. (3 Dec 2003)

Kathleen O'Meara: The matter raised by Senator McHugh was ignored by Mr. Hanly in his report. I support the call for a debate on a press council. There has been some very useful debate in the media in recent weeks, including some excellent contributions by Members of the other House on this matter. It is time to have such a debate, which I think would be a very well informed one and for which there is...

Seanad: Order of Business. - Sea Pollution (Miscellaneous Provisions) Bill 2003: Report and Final Stages. (3 Dec 2003)

Kathleen O'Meara: I thank the Minister of State for taking on board the point we made on this issue on Committee Stage. It is not a hugely significant part of the Bill but it is important. I commend the Minister of State for taking a broad view. We try to give legislation the best possible consideration so from that point of view, I thank and commend the Minister of State for his response.

Kathleen O'Meara: I move amendment No. 4: In page 28, line 41, to delete "other vessels" and substitute "any other vessel". In light of the Minister of State's amendment No.3, I will withdraw this amendment. Amendment, by leave, withdrawn.

Kathleen O'Meara: I thank the Minister of State and his officials for their fine work on this legislation. It is always a pleasure to deal with the Minister of State and I look forward to working on further legislation in the future.

Seanad: Order of Business. (10 Dec 2003)

Kathleen O'Meara: I also welcome No. 2 and I agree with previous speakers that we should not wait three months before discussing the contents of the important report being published today, particularly since it has already been suggested that the extent of information or co-operation from the British side was not complete. If that is stated to be the case, it would be an important matter that must be discussed...

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Kathleen O'Meara: I welcome the Minister to the House. In particular, I commend him on his thought provoking and broad-ranging address to the House. It is indicative of the Minister's approach to this issue and I am pleased that he is here to hear our views on it. We sought a debate on a press council and the Minister will forgive me for dwelling on that particular aspect. I suggest that perhaps the Minister...

Seanad: Report on Dublin and Monaghan Bombings: Motion. - Defamation: Statements. (10 Dec 2003)

Kathleen O'Meara: —to an editorial in the Irish Independent of 10 October which referred to the Minister's plans for "a Ceaucescu-like press council". It is important this issue is straightened out because the media are working themselves into a frenzy about the Minister's alleged plans to appoint a statutory press council. In the absence of a press council, I do not know how the Minister will clarify the...

Seanad: Services for Victims of Domestic Violence: Statements. (28 Jan 2004)

Kathleen O'Meara: I welcome this very important debate. I acknowledge the co-operation of the Leader of the House and the Minister who has come to the House for this debate at my request. I also acknowledge the support of all Members. I have been asked to have this debate to ensure that legislators in the Seanad continue to be aware of and speak about this important and urgent matter. If we do not hear about...

Kathleen O'Meara: The alarm bell is not in the Chamber. We are attempting to establish its cause. I apologise for the disturbance that is being caused.

Seanad: Services for Victims of Domestic Violence: Statements. (28 Jan 2004)

Kathleen O'Meara: Given that the noise from the alarm does not seem to be abating, I suggest that the House suspends for a few minutes.

Seanad: Order of Business. (29 Jan 2004)

Kathleen O'Meara: I agree with Senator O'Toole on the issue of the Immigration Bill. It is recognised that this House does its best to co-operate with Departments, but we do not like to be misused. We appreciate that the Leader takes this same view and does not allow the House to be misused. We need to revisit the situation with regard to the Bill. We agreed to debate it tomorrow in order to facilitate what we...

Seanad: Crisis Pregnancy Strategy: Statements. (29 Jan 2004)

Kathleen O'Meara: I welcome this timely debate. Senator Feighan referred to the anniversary of the Anne Lovett case, which I also intended to raise. This case shocked the nation to its foundations. We were confronted with a teenager who considered herself so isolated in her pregnancy that she died giving birth in a field. Her baby also died. That event took place following a traumatic time for the nation, the...

Seanad: Order of Business. (4 Feb 2004)

Kathleen O'Meara: I too support calls on the Minister for the Environment, Heritage and Local Government to immediately call a halt to his current plans regarding electronic voting. I understand he will launch the system this morning. I supported the idea of electronic voting in principle, but I am greatly concerned now, based on what I have read and heard. Those concerns are shared by the public. We are...
