Proposed Legislation. (5 Feb 2009)

Ciarán Lynch: I thank the Minister for his explanation. As somebody who made a submission to the commission on this, I am glad the issue has progressed. I expected a response on how the report was proceeding. Will the Minister issue a brief to the Opposition spokespersons outlining what he has stated because it is of significance? Posters play a positive role in election campaigns.

Proposed Legislation. (5 Feb 2009)

Ciarán Lynch: I worked as an adult literacy organiser prior to my election to the House and I was involved in the campaign to ensure candidate's photographs were printed on ballot papers. Posters operate in a similar fashion, particularly in local elections. They allow people to discriminate between one side of the road and the other regarding their local candidate. Posters are an informative and...

Proposed Legislation. (5 Feb 2009)

Ciarán Lynch: The election spending.

Proposed Legislation. (5 Feb 2009)

Ciarán Lynch: On a related matter I refer to the problem which arises in many housing estates where motorways and main roads were built in the years before proper noise regulations to do with sound barriers were in place. I am aware that different local authorities have been undertaking a review of such noise levels. Cork City Council has undertaken examinations of noise levels along the South Link Road...

Proposed Legislation. (5 Feb 2009)

Ciarán Lynch: The Minister is incorrect in his response. The regulations were not in place when these motorways were built. I suggest the Minister ask his colleague, Senator Dan Boyle, because he lives across the road from one. I imagine Senator Boyle would have been aware of the planning situation with regard to his own street.

Nursing Homes Support Scheme Bill 2008: Second Stage (Resumed) (10 Feb 2009)

Ciarán Lynch: This Bill marks a significant change in how health care is delivered in Ireland, as it removes the right to free health care enshrined in the Health Act 1970 and singles out a particular sector of society — the elderly — as a group requiring institutional care and paying institutional costs. No other section of our society will be hit by this Bill. Children are born in maternity...

Order of Business (12 Feb 2009)

Ciarán Lynch: Is there a need for present legislation governing the procurement of public contracts to be amended? I ask this on the basis that earlier this week the Minister for the Environment, Heritage and Local Government, Deputy Gormley, sent the issue of the e-voting machines to an bord snip. The replies to parliamentary questions I asked show that the State is engaged with contracts of 15 to 25...

Order of Business (12 Feb 2009)

Ciarán Lynch: Yes. Given that the State has committed for the next 25 years to pay for the storage of these machines, will the State have to amend the procurement legislation in order to get out this?

Ciarán Lynch: The Jack and Jill version.

Air Services. (17 Feb 2009)

Ciarán Lynch: Question 56: To ask the Minister for Transport if he will review the operation of the range of extra charges and levies that are currently imposed on airline passengers in view of the need to maintain passenger volumes in the airline sector; if he will work with the Commission on Aviation Regulation and the National Consumer Agency to review the increasing burden of excessive extra charges...

Irish Economy: Motion (18 Feb 2009)

Ciarán Lynch: The Minister of State should read his own reports.

Order of Business (19 Feb 2009)

Ciarán Lynch: The Housing (Miscellaneous Provisions) Bill has not come before the House this week as scheduled. When will it be taken in the House? Given the backlog in the legislative programme caused by the introduction of a raft of emergency Bills in the House, will the Tánaiste, Taoiseach and Whip consider extending the sitting time of the House before the summer? Will the Government consider...

Order of Business (3 Mar 2009)

Ciarán Lynch: Regarding an article in The Irish Times this morning on pending legislation on management fees, there is a situation where developers are not paying management levies. Residents who bought apartments in complexes are finding they are in the anomalous situation where they are subsidising management fees because of the availability of vacant apartments in the complexes. When will we see in...
