Steven Matthews: Can I clarify that? Ms Kavanagh called it a 100% vacancy relief. In other words, that is a commercial rate of zero.

Steven Matthews: Similar to the vacant site levy, should sites be identified where vacancy relief would be 100%, as it is currently, and a sliding scale would be used for sites where there is much more demand and prospects? Do the councils need something along those lines?

Steven Matthews: What I am hearing here is that a scheme that was introduced and designed for a certain purpose, a limited €50 million scheme to begin with, is now likely to be funding one-off rural housing. Those sites are currently vacant and unoccupied. I am concerned about that. Would that be how the witnesses would see this happen?

Steven Matthews: What I am saying is that a house that is not currently in use will now be inhabited and it would be essentially a one-off house.
