Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: I think the Central Bank is being too decent to the banks, in the sense that it takes the holistic view there has been some progress. I accept there has been some progress, but if we drill down into the results and consider the length of time people have been in crisis, there is no progress at all. We are talking about huge numbers of people. Let me give another example. Sometimes the...

Fidelma Healy Eames: What is the Central Bank doing to prevent that?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: May I say-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: Why not?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: With respect, all computer generated letters are programmed and there is a way to stop them being issued. We need empathy to be introduced into the system. The Central Bank has done good work on the issue of harassment of customers but one client of mine is still getting four calls a day from one bank. We knew this was happening some time ago, but it is still happening. What will the bank...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: What are the sanctions?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: To be fair, Professor Honohan has been very helpful and has helped me by providing detailed responses to questions to his office regarding unsustainable solutions offered to people into their 80s, past their life expectancy. I am very grateful he has done that. However, what sanctions are being imposed on banks that continue to be unhelpful to clients?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: What I hear from that is that the Central Bank is giving the banks time. That would be helpful if the same time was given to their customers. Sanctions are being imposed on customers, such as repossession and putting them out on the street. It is not a two-way process. Is Professor Honohan aware that some people move from pre-arrears into arrears because the banks do not come back to them...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: Exactly. Again, what can Professor Honohan do to improve the situation? If I did not have to deal with so many people in such situations -----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: I have one or two more questions.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: Professor Honohan is probably aware that we in the Reform Alliance have just launched a new policy document, Fair Value Lending, which is concerned with preventing reckless lending in the future. Has he had a chance to study this policy, a copy of which he received and acknowledged with interest? This policy would require the Central Bank to implement it. In Professor Honohan's view, what...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Fidelma Healy Eames: Our policy is about fresh lending. I thank Professor Honohan for his time.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: Hear, hear.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: There needs to be accountability.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: It is important that the truth of this issue be put on the record of the House. I am located in Galway west and have received calls regarding the Portiuncula issue. There is a fear that the service might be lost. I have no doubt there is a report on it, but perhaps it is now an obsolete report.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: I am saying that I do not know whether it is or not.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: We need to get to the truth.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: For that reason, the Minister, Deputy James Reilly, must be brought before the House to answer these important questions. Very soon Ballinasloe is going to be closed down entirely. Its industry and health services are gone-----

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: I am on the side of Ballinasloe. Unless the truth is spoken in the very near future by the Minister with responsibility for the relevant portfolio, there will be no way for us to know where we are going.

Seanad: Order of Business (Resumed) (13 May 2014)

Fidelma Healy Eames: With respect, the Senator is not the Minister. I must express my dismay at the fact that the Guerin report is not included in the Order of Business to be dealt with either here or in the Dáil this week.
