On the point as to whether it is a safety and modernisation request, using the example of the replacement of a timber boat by a steel vessel with greater interior capacity, surely there is a way of adapting the boat to restrict it to the same capacity inside while making it safer. Surely skins or liners could be put inside it to deal with that issue....
