Colm Burke: But if they have underlying conditions, they cannot be accommodated. That is what is stated in the evidence that has been provided to me. The medical advisers and consultants have told me that if they have a patient with an underlying condition who is going into a day hospital for a minor medical procedure, the advice is that it is not a suitable facility for them.
- Joint Oireachtas Committee on Health: Update on Sláintecare: Department of Health (9 Jun 2021)
Colm Burke: I want to move on to the issue of sites. I understand that there has been a consultation on sites. However, is it not also the case that the HSE already has a number of existing sites? What level of engagement has there been with the South/Southwest Hospital Group about using the sites that are there already?
- Joint Oireachtas Committee on Health: Update on Sláintecare: Department of Health (9 Jun 2021)
Colm Burke: I want to return to the beds issue. Taking the two voluntary hospitals in County Cork, the Mercy Hospital and the South Infirmary Victoria University Hospital, the South Infirmary Victoria University Hospital has been there since 1756. The Mercy Hospital was established in 1857. Therefore, the two hospitals are facing many challenges in trying to meet updated requirements. Particularly...
- Joint Oireachtas Committee on Health: Update on Sláintecare: Department of Health (9 Jun 2021)
Colm Burke: The South Infirmary Victoria University Hospital is just doing elective surgery. There is a huge level of co-operation between the CUH, the Mercy Hospital and the South Infirmary Victoria University Hospital. I am not sure that any further merger between the Mercy and the South Infirmary Victoria University hospitals will gain any extra capacity.

- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: I thank the witnesses. I wish Professor Mey every success in her role as president of the university. I return to the issue of the purchase of a site in the city centre. I have served on a number of boards and it has always been the practice, especially when it is a State board, that when property is being bought, there would normally be a report from two different sets of consultants in...

Colm Burke: Was that from one valuation expert or two?
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: My experience has been that we would always seek a valuation from two different experts.
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: Professor Mey stated that an external evaluation of the governing authority had been conducted by the Institute of Public Affairs in 2020, with a report issued in early 2021. What changes were set out in that report? To what extent have those proposed changes been put in place?
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: What kinds of major changes and checks and balances are proposed in the report? We do not have a copy of it.
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: Has the report raised concerns that there was not adequate scrutiny of decisions being made?
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: Did the report establish that there was not an effective mechanism in place in regard to those committees that previously existed?
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: If it is proposing changes, however, it must also have identified deficiencies.
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: Turning to the foundation, my understanding is that €20 million in cash is available in the foundation. How is the governance of the foundation worked on from within the university? If that amount of money is available, it is obviously important that there also be strong governance of that foundation. How is that managed and what is the input from the structures within the university?
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: To whom is the board answerable?
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: We are talking about fairly substantial funds. There must, therefore, be transparency in that regard. Surely there is information available to the general public regarding how those funds are managed.
- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)

- Public Accounts Committee: University of Limerick: Financial Statements 2019 (17 Jun 2021)
Colm Burke: There are a number of different strands to the management of any institution, such as the University of Limerick. With regard to property, I understand how the funding for the president's house came from a philanthropist. Is the registration of the ownership of those properties vested in the university or are there different companies holding some of these properties? Has there been a full...
