- Joint Oireachtas Committee on Communications, Climate Action and Environment: Implementation of National Mitigation Plan: Discussion (Resumed) (16 May 2018)
Brian Stanley: I ask the various organisations here to look at those two Bills. We would appreciate any support they can give to them. I introduced the Waste Reduction Bill 2017 last year. It is a very comprehensive bill. I refer also to the Microgeneration Support Scheme Bill 2017. I would appreciate any support for it.
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Developments at Hinkley Point C Power Plant: Discussion (16 May 2018)
Brian Stanley: What specifically resulted from the EPA's reports on radioactivity in those parts of the Irish Sea close to Sellafield? Dr. Lehane referred to the commission and said the results showed that the population of another state was not likely to be harmed by exposure. What is the effect under normal operating conditions? An accident may not happen under normal operating conditions but under...
- Joint Oireachtas Committee on Communications, Climate Action and Environment: Developments at Hinkley Point C Power Plant: Discussion (16 May 2018)
Brian Stanley: Which central government?
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: 7. To ask the Minister for Public Expenditure and Reform if the decentralisation of other Departments, sections or Government agencies to counties Laois and Offaly has been considered. [21626/18]
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: 34. To ask the Minister for Public Expenditure and Reform his plans to relocate new Departments or Government agencies, or both, to counties Laois and Offaly in view of the infrastructural strain on the capital city and the lack of employment opportunities in the counties. [21627/18]
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: My question relates to any plans the Government may have to decentralise agencies or any other sections of or entire Departments to Laois or Offaly. The two counties are centrally located and are haemorrhaging jobs. Huge numbers are commuting to Dublin from both counties daily. In Laois alone, 11,500 of a very modest workforce commute from the county, which is ideally located. I am keen...
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: I thank the Minister for his reply, which is disappointing. The 2003 plans were somewhat chaotic and in the style of something written on the back of a cigarette boxto put it mildly.
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: Nevertheless, Laois and Offaly have benefited from them.
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: The plans were chaotic during their first years. For example, the Department of Agriculture, Food and the Marine was in seven different locations in Portlaoise, although it is now in fewer places. There is no doubt that there was chaos for some years and that it was not planned properly. I do not want, however, the Government to use that as an excuse not to decentralise other parts of the...
- Other Questions: Decentralisation Programme (17 May 2018)
Brian Stanley: We must hope that the new national plan to which the Minister referred is better implemented than its predecessor. The capital is under huge pressure in areas such as water, housing and transport. Housing is beyond the reach of most low and middle-income civil servants. There are opportunities to relocate. Even if the Minister will not relocate additional Departments, there are further...
- Written Answers — Department of Justice and Equality: Garda Deployment (22 May 2018)
Brian Stanley: 255. To ask the Tánaiste and Minister for Justice and Equality to set down the number of gardaí stationed in Monasterevin; the opening times of the station; and his plans to increase the number of gardaí in this station. [21990/18]
- Written Answers — Department of Communications, Climate Action and Environment: Inland Fisheries Stocks (24 May 2018)
Brian Stanley: 198. To ask the Minister for Communications, Climate Action and Environment if a review by Inland Fisheries Ireland of trout stocks has been considered when drafting the designated salmonid waters by-law 2018; and if he will make a statement on the matter. [22955/18]
- Written Answers — Department of Communications, Climate Action and Environment: Inland Fisheries Stocks (24 May 2018)
Brian Stanley: 199. To ask the Minister for Communications, Climate Action and Environment the comparative studies, particularly international examples, conducted in the preparation of the proposed designated salmonid waters by-law 2018; if his Department viewed other factors in the decrease of trout stocks in the designated waters in addition to nationwide; if so, the factors; his plans to expand the...
- Ceisteanna - Questions - Priority Questions: National Mitigation Plan Implementation (31 May 2018)
Brian Stanley: 2. To ask the Minister for Communications, Climate Action and Environment his plans to replace the National Mitigation Plan under the Climate Action and Low Carbon Development Act 2015. [23936/18]
- Ceisteanna - Questions - Priority Questions: National Mitigation Plan Implementation (31 May 2018)
Brian Stanley: My question is about the replacement for the national mitigation plan. It is not working and that is not just my view. It is not getting us to where we need to go to. An Taisce has stated it is fundamentally flawed and that it should be withdrawn. Friends of the Earth has stated it is not fit for purpose. Stop Climate Chaos has stated it has to be radically reviewed. What action will...
- Ceisteanna - Questions - Priority Questions: National Mitigation Plan Implementation (31 May 2018)
Brian Stanley: From the response I am led to believe things are actually worse than I thought. We are nowhere near where we should be in tackling climate change. The Minister has said the national mitigation plan is a living document. It is a dead document. I do not mean to be negative, but we have reached the carbon cliff I feared when the climate action legislation was being passed through the House...
- Ceisteanna - Questions - Priority Questions: National Mitigation Plan Implementation (31 May 2018)
Brian Stanley: It is clear from the Minister's reply that we are not moving quickly enough. There has been a succession of pilot schemes, but we are only scratching the surface. The national mitigation plan 2017 restates the Government's commitment to replace fossil fuels, but it is now relying on natural gas. The Corrib gas field has less than a ten-year lifespan. We will be relying on the use of...
- Ceisteanna - Questions - Priority Questions: Renewable Energy Incentives (31 May 2018)
Brian Stanley: It is in breach.
- Written Answers — Department of Communications, Climate Action and Environment: Household Waste Collection Price Monitoring Group (31 May 2018)
