Select Committee on Communications, Climate Action and Environment: Radiological Protection (Amendment) Bill 2018: Committee Stage (26 Apr 2018)

Brian Stanley: I support the amendment from the Green Party. I raised this on Second Stage. It is a crucial issue. On the risk to health, it is supposed to be the second biggest cause of lung cancer after nicotine. It is a serious issue. I note the Minister's statement that all new homes are being fitted with radon barriers. I welcome that but there is a question there, particularly in the counties...

Select Committee on Communications, Climate Action and Environment: Radiological Protection (Amendment) Bill 2018: Committee Stage (26 Apr 2018)

Brian Stanley: That is a fluffy response. It talks about multi-departmental responsibility and is long-winded and convoluted. This is a straightforward issue. There are maps. The Minister correctly states there is a website. The website tells us there are areas of concern, including Mountmellick, Ballylinan and Graiguecullen. I would ask that some of those areas be included in the pilot project....

Select Committee on Communications, Climate Action and Environment: Radiological Protection (Amendment) Bill 2018: Committee Stage (26 Apr 2018)

Brian Stanley: In regard to amendment No. 3 - I say this to try to be helpful - we recognise there is weakness in it. The Minister spoke about it being pressed. He will also notice he was not tripped up with it, and he could have been. The committee should discuss that matter with the Minister. We need more information in regard to the 2002 legislation. I do not want to labour this point-----

Select Committee on Communications, Climate Action and Environment: Radiological Protection (Amendment) Bill 2018: Committee Stage (26 Apr 2018)

Brian Stanley: Amendment No. 13 relates to how professionals, such as physiotherapists and chiropractors, will be dealt with in the future. I know a further statutory instrument will deal somewhat with this area under the Basic Safety Standards Directive, but we need to consider these professions in the context of this Bill. They may be excluded from taking or accessing X-rays and questions are being...

Select Committee on Communications, Climate Action and Environment: Radiological Protection (Amendment) Bill 2018: Committee Stage (26 Apr 2018)

Brian Stanley: I am happy for the Minister to so do, as long as the issue is being addressed. It might be best to regulate this issue through statutory instrument.

Order of Business (1 May 2018)

Brian Stanley: Page 125 of the programme for Government contains a commitment that the Government would, as a matter of urgency, update wind farm planning guidelines within three to six months to offer a better balance, etc. That commitment was made over two years ago but we still have not seen the guidelines. The previous Government also promised guidelines in this area. Four Ministers later, we still...

Order of Business (1 May 2018)

Brian Stanley: Huge turbines are currently being built.

Written Answers — Department of Health: Nursing Home Services (1 May 2018)

Brian Stanley: 227. To ask the Minister for Health if a decision has been made regarding the funding of a new nursing home (details supplied) in County Laois; if a preliminary design has been completed; and the estimated cost of the project. [18626/18]

Road Traffic (Amendment) Bill: Report Stage (Resumed) (2 May 2018)

Brian Stanley: On a point of order.

Road Traffic (Amendment) Bill: Report Stage (Resumed) (2 May 2018)

Brian Stanley: On a point of order, there are a whole lot of Deputies here tonight who represent rural Ireland on these benches and the other ones. We all represent rural Ireland. Nobody has a monopoly on that. That is a point of order.

Questions on Promised Legislation (3 May 2018)

Brian Stanley: I raised this issue of wind farm guidelines with the Taoiseach on Tuesday afternoon. He replied that he would ask the Minister for Communications, Climate Action and Environment to respond to me. I received a letter from the Minister earlier in which he states public consultation on the draft guidelines will not start until later this year and he hopes to have them finalised and in place by...

Written Answers — Department of Employment Affairs and Social Protection: State Pensions Reform (3 May 2018)

Brian Stanley: 25. To ask the Minister for Employment Affairs and Social Protection if the State pension rates will be restored to those who left the workforce due to childcare and are now receiving a lower rate of pensions due to previous changes in regard to PRSI contributions in 2012. [19166/18]

Written Answers — Department of Employment Affairs and Social Protection: State Pensions Reform (3 May 2018)

Brian Stanley: 29. To ask the Minister for Employment Affairs and Social Protection the progress that has been made to address the anomalies in the State pension due to the changes introduced in 2012. [19165/18]

Topical Issue Debate: Schools Building Projects (8 May 2018)

Brian Stanley: I the need to move on the project for a new building to replace the Kolbe Special School at Block Road, Portlaoise. The school badly needs new accommodation. Good progress has been made in accommodation in the county with many mainstream schools having been built in the last six or seven years. However, the Kolbe centre urgently needs the same. There are 39 pupils with severe and complex...

Topical Issue Debate: Schools Building Projects (8 May 2018)

Brian Stanley: I thank the Minister for his reply. I can assure him that Laois County Council is very active with school applications and does everything to move them quickly, so I do not foresee problems in the planning process. I welcome that the Department has completed the acquisition of the site. That is very good news as it is often the problem in other areas. However, the reply is disappointing...

Radiological Protection (Amendment) Bill 2018: Report and Final Stages (8 May 2018)

Brian Stanley: I move amendment No. 1:In page 9, between lines 4 and 5, to insert the following:"(iv) in paragraph (k), by the insertion of "including safety implications arising from neighbouring states nuclear programmes" after "fit",". We are seeking to amend the principal Act. We need to have in place a reporting mechanism on the safety implications of neighbouring states' nuclear programmes,...

Radiological Protection (Amendment) Bill 2018: Report and Final Stages (8 May 2018)

Brian Stanley: To take it that there will be no environmental implications from the development of the five nuclear plants is a big leap of faith. There is waste from these plants. They will be close to the seafront. There is huge potential for damage to the Irish Sea. The Minister quoted the principal Act. We have looked at the principal Act and believe the amendment should stand. I had tabled...

Radiological Protection (Amendment) Bill 2018: Report and Final Stages (8 May 2018)

Brian Stanley: It is in east Galway, which is the same constituency.

Radiological Protection (Amendment) Bill 2018: Report and Final Stages (8 May 2018)

Brian Stanley: I ask the Minister to extend that scheme in fairness to other parts of the country. There are high-risk areas in north County Offaly, Laois and many other counties. I ask the Minister for a sample of the homes in those areas to be taken in order to inform the situation. He and I know that anything built before 2005 was built without a radon barrier. As a result, the people in such homes...

Health Service Reform: Motion [Private Members] (8 May 2018)

Brian Stanley: I welcome the motion tabled by the Rural Independent Group. We all know that the health service is in need of radical reform. The HSE is more or less dysfunctional as it is organised. There are long waiting lists; there is a two-tier system and there has been a range of scandals, the most recent being the cervical screening scandal. The HSE's response has been nothing short of outrageous....
