Was the conditionality really a question of additional time to complete the process or was it conditionality of a different sort?

As somebody from outside the Pale, I worry that there is an excessive concentration of scarce resources in the greater Dublin area, notwithstanding that NAMA has a broad base of assets around the country, where there are similar problems in the housing market.
