Climate Change: Statements (Resumed) (2 Dec 2009)

Fergus O'Dowd: To reduce one's carbon footprint and tackle climate change means one must change the way one lives. The first issue in this is about sustainable living, where we live and how we get to work. It is about how our cities and towns are planned for sustainable development. The Government needs to have more decisive thinking in planning legislation as to what is sustainable development. There...

Dublin Docklands Development Authority (Amendment) Bill 2009: Second Stage (8 Dec 2009)

Fergus O'Dowd: I support my colleague, Deputy Hogan, and agree with what he said. He was correct to say that the aspirations behind the setting up of the Dublin Docklands Development Authority were noble. The same is true in terms of fast-tracking the planning process and attempting to ensure that land which hitherto was undeveloped would be developed in a proper manner and that people who won contracts...

Dublin Docklands Development Authority (Amendment) Bill 2009: Second Stage (8 Dec 2009)

Fergus O'Dowd: I accept he does not have but I make the analogy that problems arise when one sets up bodies that are not accountable to the Comptroller and Auditor General. The Minister is a member of the Government and I refer to holding him accountable in that context. CIE will not reveal the full facts about the report. It has refused to give the report to me and others. To date, it has not provided...

Dublin Docklands Development Authority (Amendment) Bill 2009: Second Stage (8 Dec 2009)

Fergus O'Dowd: I am talking about accountability. The Dublin Docklands Development Authority (Amendment) Bill 2009 provides for accountability in the docklands area and for what is going on in a company which is run by the State and paid for by the taxpayer but which is not accountable to the Comptroller and Auditor General. An employee of the port company in Foynes accepted a tender from himself and his...

Harbour Authorities. (9 Dec 2009)

Fergus O'Dowd: Is it not a fact that the Minister is a shareholder in this company along with the Minister for Finance and that the findings of the Deloitte report which the Minister has in his possession states that this site of 16.6 acres is the best site in Foynes Harbour and was sold for €2.1 million to the sole bidder? There was no public auction and no competitive tendering. There was no updated...

Harbour Authorities. (9 Dec 2009)

Fergus O'Dowd: I welcome the fact the Minister has sent the report to the Garda Síochána. However, the fact is that the chief executive officer of this port was the sole receiver of tenders into the hiring of a boat over a two-year period and which cost the port more than €100,000. The chief executive officer granted himself that tender. No tenders were produced from anyone else and no contracts...

Railway Procurement Processes. (9 Dec 2009)

Fergus O'Dowd: The point is that €325 million is paid annually in a subsidy to CIE by the taxpayer. The Baker Tilly Ryan Glennon report refers specifically to another annual internal audit report, which outlines that further significant breaches were found in areas outside the scope of that report, including significant non-compliance in the chief mechanical engineer's department. In an effort to get to...

Railway Procurement Processes. (9 Dec 2009)

Fergus O'Dowd: It refers to the Baker Tilly Ryan Glennon report. I am surprised it was not taken with this question. The key point is that there are further and other abuses going on within CIE and it is refusing to give us the facts. I ask that the Minister would insist on getting them on our behalf.
