Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Colette Kelleher: There are some questions, especially regarding finances and financial abuse. I have worked with Ms Patricia Rickard-Clarke on the adult safeguarding Bill and financial abuse is one element of this. Deputy Cassells has asked questions about the scale of this and what might be the remedies. There is also the matter of contracts of care and the fact that people are not secure in their beds...

Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Colette Kelleher: To summarise, the contract is key to all this and there must be clarity on what is covered, as well as what owes to the contract. There is also the issue of adequacy of funding to cover that which is clarified. Those elements are under considerations but Mr. Tyndall is not quite sure where the process stands.

Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Colette Kelleher: Looking at that is another key issue, particularly the €1 billion transfer from the State to the sector. There must be a balancing of that transfer and certain obligations owing to it.

Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Colette Kelleher: I will make a suggestion. It seems that there is consensus in the committee to support the recommendations the Ombudsman is making on the contract of care and strengthening the rights of people, particularly when it comes to security of tenure but also in enumerating what the contract should cover and having adequate funding to cover them. It might be possible for the committee to write to...

Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Colette Kelleher: In the interests of meeting the needs of the individual, rather than any other consideration, the Ombudsman's recommendation is that there be a single simplified scheme that would include home care as well as access to residential care.

Colette Kelleher: We will take it on board.

Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Committee on Public Petitions: Nursing Home Casebook: Ombudsman, Mr. Peter Tyndall (30 May 2018)

Colette Kelleher: Perhaps when the Minister comes back, he can talk to us about the matters in hand, the contract, security of tenure, the additional charges, the adequacy of funding, home care and the range of issues under consideration. There are particular issues. I know from my work on dementia services that a 15 minute home help slot is almost of no help. It has to be adequate for the person concerned...

Joint Oireachtas Committee on Future of Mental Health Care: A Vision for Change: Engagement with Department of Health Oversight Group (30 May 2018)

Colette Kelleher: I am dismayed at the lack of progress because every day that passes is another day during which people who need it do not get support. We had fantastic presentations on prisoners and mental health from a range of different people recently. They described the scale of the mental health difficulties for people who are locked up, who have no safe place to be and who cannot escape their...

Joint Oireachtas Committee on Future of Mental Health Care: A Vision for Change: Engagement with Department of Health Oversight Group (30 May 2018)

Colette Kelleher: I understood this to be the oversight group's work plan.

Joint Oireachtas Committee on Future of Mental Health Care: A Vision for Change: Engagement with Department of Health Oversight Group (30 May 2018)

Colette Kelleher: Can the oversight group take these actions on board in the context of its own work plan?

Joint Oireachtas Committee on Future of Mental Health Care: A Vision for Change: Engagement with Department of Health Oversight Group (30 May 2018)

Colette Kelleher: There is no sense of urgency about this. That is the point I am trying to make. I do not much care whether the work is carried out by the Department of Health, the HSE or some other unit. I just want to see a sense of urgency around doing the work.

Seanad: Commencement Matters: National Dementia Strategy (12 Jun 2018)

Colette Kelleher: I thank the Cathaoirleach for allowing me to raise this important issue. I welcome the Minister of State, Deputy Catherine Byrne, to the House. The Minister of State, Deputy Jim Daly, has responsibility for this issue, so I hope the Minister of State, Deputy Catherine Byrne, will be able to pass this on. Dementia is an issue that affects people in every community in Ireland. There are an...

Seanad: Commencement Matters: National Dementia Strategy (12 Jun 2018)

Colette Kelleher: I thank the Minister of State for her response. It is good to hear that the Department of Health recognises that full implementation of the strategy will require investment and change. I am looking for specifics from the Minister of State on what that change will involve. That is why I tabled this Commencement matter. Indicating good intent or that something will happen is not the same as...

Seanad: Education (Admission to Schools) Bill 2016: Second Stage (13 Jun 2018)

Colette Kelleher: I welcome the Minister to the House. I also congratulate him, his Department and all of those involved in progressing this important Bill. Almost two years on from its publication in 2016, we are seeing the beginning of the reform of schools admission policies and access to education for all in Ireland. The Bill will provide a new framework that is designed to ensure fairness, greater...

Seanad: 25th Anniversary of Decriminalisation of Homosexuality: Motion (19 Jun 2018)

Colette Kelleher: I celebrate that I live in a country where homosexuality is decriminalised, and has been so for 25 years. When homosexuality was decriminalised in Ireland 25 years ago, I was living in London. Although far away, I was aware of activists such as Senator Norris and his work, although not the full extent of his bravery and personal sacrifice. I was aware also of the political courage of the...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Colette Kelleher: I move amendment No. 13:In page 15, line 6, to delete “may” and substitute “shall”. I must be preaching to the converted. I am pleased. Every child has a right to education. I welcome this Bill because it seeks to overcome obstacles put in the way of children by the manner in which schools can operate their admissions policies and procedures. That can have the...

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Colette Kelleher: I thank the Minister for accepting the amendments and I accept his proposal to resubmit amendment No. 25 in the knowledge that the Minister is accepting its spirit. I acknowledge the progress being made but we must also go as fast as we can because any delay on our part is a child's education denied. I thank my colleagues, Deputy Thomas Byrne, with whom I worked closely, and Mr. Graham...
