- Seanad: Water Services (No. 2) Bill 2013: Second Stage (4 Dec 2013)
Terry Brennan: I thank the Minister of State for the clarification. Section 15 provides for the transfer of staff from local authorities to Uisce Éireann. Such transfers will take place following consultations between each individual local authority and Uisce Éireann. The intention is that this section will only apply to local authority staff involved in the delivery of water services as part...
- Seanad: Water Services (No. 2) Bill 2013: Second Stage (4 Dec 2013)
Terry Brennan: That is good. Irish Water will be prohibited from cutting off water supplies. When ESB bills were not being paid, people were given every possible opportunity to pay the bill and disconnecting supply was regarded as the very last resort. Uisce Éireann will leave a certain flow of water which may not be adequate for all domestic use. Is it the case that commercial premises could be...

Terry Brennan: I welcome the calling off of the ESB blackout that was threatened for next week. The resolution of the dispute represents a win-win situation for all concerned. Last week I appealed for all sides to engage in negotiations and for common sense to prevail. Fortunately, that is what happened, and the threatened strike has been called off to the benefit of all concerned.
- Seanad: Water Services (No. 2) Bill 2013: Committee Stage (10 Dec 2013)

- Seanad: Critical Utilities (Security of Supply) Bill 2013: Second Stage (11 Dec 2013)
Terry Brennan: Cuirim fáilte roimh an Aire go dtí an Teach. It is a considerable relief that no disruption to ESB power supplies will take place and that no small or large business, home, school or hotel will be without a supply at this time of year which is akin to harvest time for many small businesses. I thank those involved in bringing the negotiations between the unions, management, the...

Terry Brennan: I thank the delegates for their presentations. I apologise for having had to leave the meeting for a vote that was called in the Seanad. I hope that none of the questions I have for the delegates have already been asked. Some 110,500 customers switched suppliers last year. Is an increase anticipated in the coming year? On switching suppliers does a time stipulation apply? Can a customer...

Terry Brennan: During the boom times many developers purchased and built rental properties to which alterations such as painting and extensions may be required. Are they entitled to grant aid? Will the Minister confirm that owners of multiple rental units must be tax compliant and must have paid the household charge on all their properties before any application for grant aid will be considered? Must...

That was a reserved function of councillors and in my...
