- Child Care: Motion (Resumed) [Private Members] (11 Feb 2015)
Tom Barry: Like many others, I welcome the opportunity to contribute to this debate. I used child care for our children. Having facilities as good as they are today allowed us to work. Had they not been available, our careers would have been in trouble. Many people are sending children to school too early. Preschool is very important. Child care does not mean just childminding. The people who...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2015
Vote 13 - Office of Public Works (Revised) (11 Feb 2015) Tom Barry: Increased allocations have been provided for training, development and incidental expenses. There are plausible reasons for this, but I am anxious to know that this is not a case of training for training's sake. Is there a metric for this? Do the people who undergo training deliver better services afterwards? I refer to shared services. The training allocation has increased from...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2015
Vote 13 - Office of Public Works (Revised) (11 Feb 2015) Tom Barry: The Minister of State said the amount of office space in the OPW had gone from 357,000 sq. ft. to 84,000 sq. ft. Where are all those people now? Are they all squashed in or are the properties leased? That is a massive reduction. We discussed flood plains with the former Minister of State, Brian Hayes, a few years ago. As late as this week, someone in my own village was refused...
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on Public Expenditure and Reform: Estimates for Public Services 2015
Vote 13 - Office of Public Works (Revised) (11 Feb 2015) Tom Barry: I am sorry.
- Written Answers — Department of Finance: Tax Rebates (12 Feb 2015)
Tom Barry: 71. To ask the Minister for Finance if legislation will allow a person to successfully claim a tax repayment when a return is made outside of the four-year limitation (details supplied). [6466/15]
- Written Answers — Department of Children and Youth Affairs: Early Child Care Education Standards (17 Feb 2015)
Tom Barry: 331. To ask the Minister for Children and Youth Affairs his views on introducing a grandfather clause for existing Montessori-preschool providers who have considerable qualifications and years of experience so that they may qualify for the higher capitation grant under the early childhood care and education scheme. [6810/15]
- Committee on Finance, Public Expenditure and Reform: Select Sub-Committee on the Department of the Taoiseach: Estimates for Public Services 2015
Vote 1 - President's Establishment (Revised)
Vote 2 - Department of the Taoiseach (Revised)
Vote 3 - Office of the Attorney General (Revised)
Vote 4 - Central Statistics Office (Revised)
Vote 5 - Office of the Director of Public Prosecutions (Revised)
Vote 6 - Office of the Chief State Solicitor (Revised) (18 Feb 2015) Tom Barry: I thank the Taoiseach for the comprehensive outline he gave us today and I compliment him on the Action Plan for Jobs, which has been working very successfully over the past few years. He mentioned Leader funding. I hope this funding comes fairly quickly because it is badly wanted. I would hate there to be a view that rural Ireland is somewhat behind. Things have never been so optimistic...
- Income and Living Conditions: Motion [Private Members] (24 Feb 2015)
Tom Barry: I welcome the opportunity to speak on the motion. It is in the context that, between 2008 and 2011, some 250,000 people in the private sector lost their jobs. The motion states that the percentage of households suffering from deprivation increased from 24.5% in 2011 to 30.5% in 2013. Unfortunately, these figures are out of date. If the Technical Group was running a business, it would not...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2015
Vote 30 - Agriculture, Food and the Marine (Revised) (24 Feb 2015) Tom Barry: When does the Minister see the Leader funding starting on the ground? An allocation of €28 million has been made for research and training. This is an important area. Does the Minister regard the allocation as sufficient? An allocation of €800,000 has been given for biofuel initiatives. What are these? Can we move on from the miscanthus disaster in the past? While we have...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: Mr. O'Callaghan is very welcome. I am glad to hear the number of live files is lower than what was stated. The wording is probably not ideal. Every time somebody goes to appeal with the Revenue Commissioners, it is a pre-hearing, a negotiation or an engagement.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: Given that I run a business, I am well aware of the procedure. In my experience, Revenue is very fair. There should be a timeframe for the length of time one spends with Revenue before a case trips into the jurisdiction of the Office of the Appeal Commissioners. Tightening of time concentrates everybody's minds. I am completely against holding these appeals in public. Many businesses...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: If the person is found to be in the right, none of it should be in the public domain. If a person is found to be right, why would any impediment apply to his or her business?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: I buy the argument. Sole traders' accounts are not made public, while limited companies have abridged accounts. There is leeway. I encourage Mr. O'Callaghan to try to expand the list of exemptions. This is probably up for discussion. If a process is in appeal, does the four-year rule still apply?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: Is the Appeal Commissioner's determination final?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: Would there be a benefit to having certain criteria to allow for a final determination by the Appeal Commissioner?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: Rather than the matter dragging on?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: On the time process, I am a great believer in tying down time. Would Mr. O'Callaghan be in favour of having set times for an individual to deal with Revenue and to go to the Office of the Appeal Commissioners to conclude a matter?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Draft Heads of Finance (Tax Appeals Commission) Bill: Discussion (Resumed) (25 Feb 2015)
Tom Barry: One can be minding many things at a crossroads. Does he agree that a set time period would make people concentrate?
