- Seanad: Order of Business (25 Oct 2016)
Kevin Humphreys: The Business Committee does not set the business in the Dáil either.
- Seanad: Order of Business (26 Oct 2016)
Kevin Humphreys: I second Senator Grace O'Sullivan's amendment. It is a very important Bill. These microbeads stay in the environment for decades, if not centuries, so I congratulate the Senator on bringing forward the Bill. Industrial relations in this country are disastrous at this stage. I thought it was quite hypocritical of Fianna Fáil to raise this issue considering it crashed and burned the...
- Seanad: Order of Business (26 Oct 2016)
Kevin Humphreys: The Government has an agreement with Fianna Fáil that is fundamentally cowardly. Fianna Fáil should have gone into a coalition Government instead of this myth that it is not in power or has no control and that if anything goes wrong, it is Fine Gael's fault and if anything goes right, it is Fianna Fáil's doing. We need leadership in this area. Otherwise, we will go into a...
- Seanad: Order of Business (26 Oct 2016)
Kevin Humphreys: There was a strategy under the previous Government.
- Seanad: Order of Business (27 Oct 2016)
Kevin Humphreys: It is with disappointment that I raise a matter relating to the housing crisis. I heard a contribution earlier in the Order of Business about 29 rapid-build social housing units to be built on a site off Mourne Road. The site was originally provided by the Sisters of Mercy on condition that housing for the elderly would be built on it. There is a clear crisis in the supply of social...
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: I support the Senator's amendment. This matter should not be dealt with as part of the Heritage Bill. The Senator's amendment to deal with the matter under the Roads Act 1993 is the proper and most efficient way. If we want to be seen as a clean, green and environmentally aware, then attacking our hedgerows through a back door element is not acceptable. Let us be honest. If the real fear...

- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: Could I have some clarification from the Minister?
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: Perhaps the Senator will understand and give me 30 seconds on a point of clarification for the rest of us.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: Is the Minister saying she will look at amendment No. 1 to section 1 on Report Stage, which concerns the Roads Act 1993, and yet with regard to amendment No. 6 she cannot come back to us because the Roads Act 1993 is a matter for the Minister for Transport, Tourism and Sport?
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: If the Minister can come back on Report Stage on amendment No. 1, why can she not come back on Report Stage on amendment No. 6 pertaining to section 10(3)? It is a bit of a cop-out for the Minister to say she can only go ahead with the Minister's approval, whereas on the first one, she can come back on Report Stage. It would be helpful if the Minister could clarify that.

Kevin Humphreys: Exactly.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: So does amendment No. 1.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: So does amendment No. 1.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: As this debate goes on, it is clear that the Heritage Bill 2016 is poorly thought out in respect of a range of on-road and off-road measures. If there is a real road safety problem, we should be improving the Road Safety Acts. I am not here to knock farmers. I would not want to do that at any stage. I do not want to get involved in the kind of slash-and-burn language that has been...
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: If the Senator checks the Official Report, he will find that is what he said.
- Seanad: Heritage Bill 2016: Committee Stage (9 Nov 2016)
Kevin Humphreys: The Senator is a good farmer who knows a lot about farming. He obviously knows more than me. If he says there is a down week in August, I will accept him at his word. We should not be attacking our hedgerows. The last time this Bill came before the House, Senator Norris referred to hedgerows as larders. It does not make sense to cut down the hedgerows that feed the birds and mammals that...
- Seanad: Order of Business (10 Nov 2016)
Kevin Humphreys: Following on from that, we have to look at the relevance of the budget that has recently been passed. It was said that Brexit was future proofed but a mushroom farmer or a worker in the mushroom industry has not been future proofed. A person working in the agriculture sector whose main export market is the UK has not been future proofed. A person working in the retail sector will only need...
- Seanad: National Tourism Development Authority (Amendment) Bill 2015 (Certified Money Bill): Committee and Remaining Stages (10 Nov 2016)
Kevin Humphreys: Will I have a chance to speak?
- Seanad: National Tourism Development Authority (Amendment) Bill 2015 (Certified Money Bill): Committee and Remaining Stages (10 Nov 2016)
Kevin Humphreys: I will not exploit the discretion the Acting Chairman has given me. I very much welcome the Bill. Investment in the tourism industry has brought real dividends. We must be slightly concerned about the VAT rate. The Minister of State referred to the 9% VAT rate which I support, although it needs to be a little more targeted. The Minister of State is right about the Dublin region. We must...
