Joint Oireachtas Committee on Education and Social Protection: Student Grant Application System: Discussion with SUSI (13 Nov 2012)

Brendan Ryan: I thank Ms Stewart for her presentation. The delays in the grant application process are not new. However, SUSI was put in place to sort out these delays. In a short period of its existence, the agency is already in crisis management mode which is totally unacceptable. I am not going to focus on what is being done to sort out the problems. I believe Ms Stewart will sort them out as she...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Report of Pyrite Panel: Discussion with Minister for the Environment, Community and Local Government (13 Nov 2012)

Brendan Ryan: I am not a member of the committee either but I welcome the opportunity to contribute to it. The Minister reported he has made significant progress in resolving this matter. We owe it to him to give him some space to allow him to bring it to a conclusion. However, I would urge that he not let it drag on because there are people waiting. I am pleased the pyrite resolution board will be...

Education Funding: Motion (Resumed) [Private Members] (14 Nov 2012)

Brendan Ryan: I welcome the opportunity to speak on the motion. It is always good to have an opportunity to comment on yet another road sign on Fianna Fáil's road back to outright populism. There is no doubt that the creation of SUSI has caused undue hardship for students. There was a lack of sufficient planning and apportioning of adequate human resources to cope with the volume of applications....

Residential Tenancies (Amendment) (No. 2) Bill: Second Stage (Resumed) (22 Nov 2012)

Brendan Ryan: I welcome the Bill. The private rental sector is an area which requires stronger legislation and I believe this legislation is a step in the right direction. As the Minister of State, Deputy Jan O'Sullivan, said here last week, it is a Bill which strengthens the operational efficiencies of the PRTB and broadens its remit in order to ensure the good working of the private rental sector. A...

Joint Oireachtas Committee on Education and Social Protection: Equality for Customers of Department of Social Protection: Discussion with Transgender Equality Network Ireland (5 Dec 2012)

Brendan Ryan: I thank the representatives from Transgender Equality Network Ireland for the very strong presentation today on the need for legislation that would be based on best international practice. Ms Mullin spoke at the Labour Party conference, where we passed a strong motion along the lines of the proposals here today. That was an important debate within the Labour Party and given the Minister is...

Committee on Jobs, Social Protection and Education: Select Sub-Committee on Social Protection: Estimates for Public Services 2012
Vote 37 - Department of Social Protection (Supplementary)
(5 Dec 2012)

Brendan Ryan: I thank the Minister for her clear and concise explanation of the need for the Supplementary Estimate. It is extremely logical. By and large, the Supplementary Estimate arises as a result of the changes in numbers. I have one question for the Minister on the cost of administration which it appears will come in at around 2.5% less than that provided for in the Estimate. Is this linked...

Committee on Jobs, Social Protection and Education: Select Sub-Committee on Social Protection: Estimates for Public Services 2012
Vote 37 - Department of Social Protection (Supplementary)
(5 Dec 2012)

Brendan Ryan: Another question may have to be directed at the officials. I have been sitting here trying to rationalise the calculation on value for payment. For example, we can take community employment schemes. Numbers have gone down so we might expect, with fixed and variable costs, that value for payment would increase, which it has.
