Denis Naughten: The fundamental flaw regarding the issues I have raised is that no one is articulating a view on behalf of the counties that are least developed. Surely it would make sense to have a regional body promoting the single biggest waterway in the country, the River Shannon, rather than the current situation where the river is used as a dividing line between the various regions.
