Written Answers — Department of Justice and Equality: Court Accommodation Provision (24 Feb 2015)

Andrew Doyle: 346. To ask the Minister for Justice and Equality if there are plans to include County Wicklow as part of any public private partnership project, under the Government infrastructure stimulus programme 2012, or any subsequent programmes, for the purpose of courthouse refurbishments, in order to allow the Courts Service to complete plans, under the strategic courts project; and if she will make...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2015
Vote 30 - Agriculture, Food and the Marine (Revised)
(24 Feb 2015)

Andrew Doyle: I welcome the Minister for Agriculture, Food and the Marine, Deputy Simon Coveney and his officials. I thank the officials for the briefing material. I advise members, the Minister and officials that they must turn off their mobile telephones. As members will have seen, the Revised Estimate for 2015 was presented to the Dáil in the new programme-based format. This means that the...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2015
Vote 30 - Agriculture, Food and the Marine (Revised)
(24 Feb 2015)

Andrew Doyle: It covered all the areas. I understand the Minister has to conclude here in an hour. We have four programmes plus the administrative programme so if we want to go through subheads we can do so but we will only have approximately 15 minutes per subhead. I ask everybody to confine their comments to questions and I suggest three minutes each for the opening contributions.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2015
Vote 30 - Agriculture, Food and the Marine (Revised)
(24 Feb 2015)

Andrew Doyle: There is a good bit of common ground on the green, low-carbon, agri-environment scheme, GLAS, on CEDRA in particular, and on knowledge transfer and farm safety. There is no provision this year for the locally-led environment schemes. Will they even be opened for application? Regarding knowledge transfer and the beef technology adoption programme, BTAP, I have been told by people who are...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2015
Vote 30 - Agriculture, Food and the Marine (Revised)
(24 Feb 2015)

Andrew Doyle: I apologise for interrupting, but I wish to make a point of clarification. The Minister made the key point that the GLAS plan identifies what can be achieved. I am concerned that if a farmer submits an application on 15 May which contains the achievable figure instead of the current figure, he or she will be liable for penalties. If the farmer signs up to a GLAS plan for the land, will he...

Vote 30 - Agriculture, Food and the Marine (Revised)
(24 Feb 2015)

Andrew Doyle: If a farmer is participating in one, €200 extra is payable to the standard client fee. If a farmer is participating in two it goes from €345 up to €530. Teagasc gives options to its clients on the client payment costs. Then the payment is made. There needs to be some streamlining.

Children and Family Relationships Bill: Second Stage (Resumed) (26 Feb 2015)

Andrew Doyle: Like other speakers, I commend the Bill and congratulate the Minister on bringing it forward. It is fair to say it is of benefit to the framing of the Bill that the Minister spent time as Minister for Children and Youth Affairs. I certainly believe that has given a breadth and depth to it that maybe would not have been possible otherwise. It is hugely reforming in the same way that the...

Gender Recognition Bill 2014 [Seanad]: Second Stage (Resumed) (5 Mar 2015)

Andrew Doyle: I thank my colleagues for affording me speaking time. I wish to register my support of the intent of this legislation which is long overdue. I was away on parliamentary business so I have not prepared a written contribution. A former school mate of mine is in the Visitors Gallery. It was only when he approached me that I came to realise the impact and import of this lack of recognition and...

Topical Issue Debate: Film Industry Development (5 Mar 2015)

Andrew Doyle: I thank the Ceann Comhairle's office for selecting this issue for debate. Most people will agree with me that County Wicklow is the headquarters of the film industry in Ireland. For more than 40 years, Ardmore Studios in Bray was the Lone Ranger in the provision of studio facilities. In more recent times, larger studios have been opened in Ashford by Ashford Studios, which was set up by...

Topical Issue Debate: Film Industry Development (5 Mar 2015)

Andrew Doyle: I thank the Minister of State and appreciate he was reading from a script prepared by the office of the Minister, Deputy Kelly. Unfortunately, its last phrase reads "no plans to reduce the planning fees at this time". What I am asking is that this item of infrastructure be treated in a different way. I do not accept it is as onerous to process an application for a film studio as it is to...

Andrew Doyle: We will resume in public session. I welcome from Teagasc Professor Gerry Boyle, director, and Dr. Tom O'Dwyer, head of dairy knowledge transfer. I thank them both for appearing before the committee to discuss the annual report and also the potential difficulties and price volatility facing the dairy sector. Before we begin I wish to inform the witnesses that, by virtue of section 17(2)(l)...
