Shane Ross: Mr. O'Brien sees my point. He says the HSE did not really know about this until 2011, but in 2009 the HSE held a high-level meeting with the CRC, the CRC came out with its hands up and stated it was paying these staff top-ups, the HSE said "stop it",-----
