Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Report on Licensed Moneylending Industry: Central Bank of Ireland (29 Jan 2014)

Michael Creed: I am staggered by the report and presentation today. There is a perception that this is almost an underground activity, although it is licensed. The fact that there are 360,000 clients means that this is a real phenomenon, and the numbers for market share would make a high street bank proud. Mr. Sheridan is in the dock on this issue and my colleague has correctly prosecuted a number of...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Report on Licensed Moneylending Industry: Central Bank of Ireland (29 Jan 2014)

Michael Creed: This is relevant. If the Central Bank must account for its role in respect of licensing, it would be fair game to have the credit union movement representatives in here. People need, in the sense of financial services, to get back to knitting, and this is what the credit union's core business was about. It was about knowing their communities and providing credit where people could not get...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Report on Licensed Moneylending Industry: Central Bank of Ireland (29 Jan 2014)

Michael Creed: I am not aware that I levelled accusations of criminality against individuals. The industry is a fair target for those comments. It is bleeding people dry with debt recycled upon debt. In order to question their core purpose, we should bring in people from the credit union movement. I would like Mr. Sheridan to comment on the matter. How can his organisation facilitate the credit union...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Report on Licensed Moneylending Industry: Central Bank of Ireland (29 Jan 2014)

Michael Creed: I have a final question on the matter. The current legislation allows moneylenders to give top-up loans on existing debt where there are default payments but credit unions are exclusively precluded from doing so. Is there a legislative difficulty in terms of regulations? Can we make it easier for the credit union movement to compete in a realistic fashion in this business?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Report on Licensed Moneylending Industry: Central Bank of Ireland (29 Jan 2014)

Michael Creed: Does the Central Bank regulate the situation? Has the Central Bank evidence that it happens? Has it prosecuted in such instances?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Report on Licensed Moneylending Industry: Central Bank of Ireland (29 Jan 2014)

Michael Creed: Bankrolling developers.

Early Childhood Care and Education: Motion (Resumed) [Private Members] (12 Feb 2014)

Michael Creed: In the brief amount of time available to me, I will focus on access to the early childhood care and education, ECCE, year for children with disabilities. I thank Deputy Troy and his colleagues for tabling the motion. The motion deals with many shortcomings but it is unrealistic in the current climate. The amendment strikes me as something of a roll of honour of what has been achieved but...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Forthcoming Economic and Financial Affairs Council: Minister for Finance (13 Feb 2014)

Michael Creed: The Minister referred to country-specific proposals that were under consideration. There is a trauma associated with outside bodies establishing the agenda for recovery in recent years, but we have now emerged from that. In this light and instead of pursuing an agenda driven by the Council of Ministers and the Commission, does the Government believe there is merit in Ireland establishing...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Forthcoming Economic and Financial Affairs Council: Minister for Finance (13 Feb 2014)

Michael Creed: In contrast with the plan published post our emergence from the bailout, the bailout programme had timelines. There were to be achievements in quarters 1, 2, 3, etc. In many respects, the objectives laid out in the document in question are not timelined. In that sense, they are aspirational. To control the agenda of our recovery without being distracted by events, we should apply the...

Roads Bill 2014: Second Stage (Resumed) (20 Feb 2014)

Michael Creed: I welcome the opportunity to say a few words on the amalgamation of the Railway Procurement Agency, RPA, and National Roads Authority, NRA. They are a good fit in terms of critical infrastructure delivery. Over their relatively short periods of existence, both have acquitted themselves in a reasonably efficient manner. In so far as they are a good fit they also complement the Government's...

Topical Issue Debate: Special Educational Needs Services Provision (25 Feb 2014)

Michael Creed: I thank the Minister of State, Deputy Kathleen Lynch, for taking this debate. The issue of appropriate supports for children with disability in the preschool year appears to fall between the remit of a number of Departments. The Department of Education and Skills is responsible for children with a disability attending mainstream schools. I refer to a very welcome initiative in recent years...

Topical Issue Debate: Special Educational Needs Services Provision (25 Feb 2014)

Michael Creed: I thank the Minister of State for her response, which included a great deal of information. I acknowledge that this issue is cross-departmental in nature, coming also under the remit of the Department of Children and Youth Affairs. The Minister of State referred to additional funding of €4 million that has been allocated in 2014 specifically to drive implementation of the programme...
