Timmy Dooley: I reserve the right to table an amendment on Report Stage if there is not an adequate response from the NTA to resolve the issue. It is allowing these operators to tidy up their business and to transfer in the existing licence. I accept that one cannot transfer a licence but where the company and the directors are effectively all the one, a mechanism should be found to allow this to happen.
