Sean Barrett: Some countries that do not seem to have our problems consume 50% more alcohol. Canada, the United States and the United Kingdom consume approximately 20% more than us. Do we have a law and order problem or an alcohol problem?

Sean Barrett: I would like to suggest to the Minister of State that the word "may" in section 24(4), which states that "the Executive may use a competitive process", should become "shall" when the Bill is considered on Report Stage.
