- Seanad: Criminal Justice (Temporary Release of Prisoners) Bill 2001: Report and Final Stages. (22 Oct 2003)
Joanna Tuffy: I move amendment No. 8: In page 4, between lines 35 and 36, to insert the following: "(h) any representations made by or on behalf of the person,". I retabled this amendment because I believe this provision should be included in the Bill. Senator Henry said during the Second Stage debate that a person might have something to say about why temporary release might be good for a prisoner. The...

- Seanad: Criminal Justice (Temporary Release of Prisoners) Bill 2001: Report and Final Stages. (22 Oct 2003)
Joanna Tuffy: I move amendment No. 11: In page 5, between lines 4 and 5, to insert the following: "(k) whether any risks arising on temporary release could be obviated by attaching conditions to the release, by limiting the duration of the release, by directing release during specified hours only in the course of a specified period, or by directing release with escort and with or without personal...
- Seanad: Criminal Justice (Temporary Release of Prisoners) Bill 2001: Report and Final Stages. (22 Oct 2003)
Joanna Tuffy: I move amendment No. 12: In page 5, line 20, after "court" to insert ", unless such order is expressed to be subject to such temporary release (if any) as may be directed under this section". The purpose of this amendment, which I also tabled on Committee Stage, is to allow for the release of a prisoner between remand dates or when the court is on vacation. The Minister undertook to take...

Joanna Tuffy: I second the amendment.
- Seanad: Criminal Justice (Temporary Release of Prisoners) Bill 2001: Report and Final Stages. (22 Oct 2003)
Joanna Tuffy: I thank the Minister of State and his staff. A Labour Party amendment was accepted in the Dáil regarding the consideration of victims and I thank the Minister of State for that. I should not have agreed to the grouping of a number of my amendments and I mention this to be helpful. I wanted to substitute "him" with "the Minister" and it would have made sense to accept that.
- Seanad: Criminal Justice (Temporary Release of Prisoners) Bill 2001: Report and Final Stages. (22 Oct 2003)
Joanna Tuffy: Perhaps that issue will be addressed the next time.
- Seanad: Irish Nationality and Citizenship and Ministers and Secretaries (Amendment) Bill 2003: Second Stage. (22 Oct 2003)
Joanna Tuffy: I welcome the Bill and commend Senator Quinn and the other Independent Senators on the work that has gone into it. It is welcome that Senators from the Opposition have tabled legislation in this way. I also welcome the fact the Minister has said he will not oppose it and has taken it on board. I realise that some work will have to be done on it by him and his Department. I make the general...
- Seanad: Humanitarian Issues in Post-War Iraq: Statements. (4 Nov 2003)
Joanna Tuffy: I thank the Minister of State for coming here to address this matter. He said the humanitarian food crisis had been averted. This is excessively optimistic and too narrowly focused. As we know, Iraq already faced a humanitarian crisis and still does so according to the various reports in the press and confirmed by the Minister of State today. These problems include malnutrition, high...
- Seanad: Adjournment Matters. - Schools Building Projects. (4 Nov 2003)
Joanna Tuffy: I ask the Minister for Education and Science to outline the up-to-date position with regard to Scoil Charman, Wexford. When will the construction of the school's permanent buildings proceed and when will adequate ventilation be installed at its temporary accommodation? I was asked to raise the matter by a Labour Party member in one of the local Wexford branches. While I do not know much about...
- Seanad: Adjournment Matters. - Schools Building Projects. (4 Nov 2003)
Joanna Tuffy: On a point of order, the Minister of State's reply made no mention of the timing of the installation of an adequate ventilation system.
- Seanad: Sea Pollution (Miscellaneous Provisions) Bill 2003: Committee Stage. (12 Nov 2003)
Joanna Tuffy: I move amendment No. 31: In page 27, line 19, to delete "to other vessels" and substitute "to such other vessel or vessels as may be specified by the Minister". We have proposed an amendment to the section because the section as drafted seems to require the Minister to revoke all licences held by a person if he is exercising the power conferred by the section. We feel it is wrong that the...
- Seanad: Sea Pollution (Miscellaneous Provisions) Bill 2003: Committee Stage. (12 Nov 2003)
Joanna Tuffy: We still contend that the section is worded incorrectly. Is Report Stage following Committee Stage?
- Seanad: Sea Pollution (Miscellaneous Provisions) Bill 2003: Committee Stage. (12 Nov 2003)
Joanna Tuffy: I hope the Cathaoirleach will not mind me asking if I can table this amendment again on Report Stage, if that is appropriate.
- Seanad: Sea Pollution (Miscellaneous Provisions) Bill 2003: Committee Stage. (12 Nov 2003)
Joanna Tuffy: I am not going to reopen it. I just want to mention that I am re-submitting it. Section 37 agreed to. SECTION 38. Government amendment No. 32: In page 27, to delete lines 27 to 40, and in page 28, to delete lines 1 to 12, and substitute the following: "(b) in section 14A (3) (inserted by section 4(c) of the Merchant Shipping (Miscellaneous Provisions) Act 1998)â (i) paragraph (a), by...
- Seanad: Courts and Court Officers (Amendment) Bill 2003: Second and Subsequent Stages. (12 Nov 2003)
Joanna Tuffy: When the Bill was going through the Dáil last week, the Labour Party proposed a couple of technical amendments which the Minister argued were not required. My colleague in the Dáil, Deputy Costello, accepted his argument and the amendments were withdrawn. We are not tabling any today. As others have said, the legislation is non-contentious, and it is appropriate that it be addressed without...
- Seanad: Courts and Court Officers (Amendment) Bill 2003: Second and Subsequent Stages. (12 Nov 2003)
Joanna Tuffy: I thank the Minister for his detailed reply to the points made. I also thank the Senators for their contributions. We learned a lot from the Minister. However, I hope he will take on board some of the issues we raised about future legislation. Question put and agreed to. Sitting suspended at 5.30 p.m. and resumed at 6 p.m.
- Seanad: United Nations Mission in Liberia: Statements. (13 Nov 2003)
Joanna Tuffy: I thank the Minister for his presentation. He talked about Ireland's contribution to the United Nations in particular, to peacekeeping missions, our experience in that area and our financial and personnel contributions. I pay tribute to our Defence Forces for their work in peacekeeping and recognise the price that has been paid by those who have been killed or injured on these missions....
- Seanad: United Nations Mission in Liberia: Statements. (13 Nov 2003)
Joanna Tuffy: It is a legitimate concern to raise. What is the response of the Minister for Defence in terms of those who will serve on the mission and their prior experience in other countries? I wish our troops well on this mission, success in their efforts and a safe return.
