- Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)
Bobby Aylward: I see details of the NTA's lease commitment in respect of a premises at 35 Fitzwilliam Square, which it subleased it to the Commission for Taxi Regulation, CTR, and is losing money on it. I have not read through it fully, but when the NTA subleased it, it lost money to the tune of something like €80,000 per annum. It does not make much economic sense that the NTA has a premises that...

- Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)
Bobby Aylward: Are the CTR and the NTA not the one body? Are they two different bodies?
- Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)
Bobby Aylward: They are all upward lease arrangements. There are no downward arrangements at all. If we come to a recession or downturn, with Brexit or such, is there any such thing as moneys dropping in negotiations? It sounds strange to me that with all the contracts the NTA has, there are only upward rent increases, with none going down. Should it not go up or down according to economics?
- Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)
Bobby Aylward: Mr. L'Estrange is telling me that the norm is to make a contract for 2024, for example, with only upward rent increases and neither keeping it level nor decreasing it. The only way it can be negotiated is upwards. Is that a fair contract for the taxpayer?
- Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)
Bobby Aylward: Even then. This is still happening now.
- Public Accounts Committee: 2018 Financial Statements of the National Transport Authority (10 Oct 2019)
Bobby Aylward: A farmer could not do it with the price of cattle. It seems that it only happens here in Dublin. It is a pity we could not do that with a range of things.

- Ceisteanna Eile - Other Questions: National Broadband Plan Implementation (16 Oct 2019)
Bobby Aylward: I heard this before, with the timescale set out. I am glad to hear the Minister's response but seven years is a long time. I come from rural Ireland and I am asked daily by constituents when they will get broadband and when it will be rolled out. Businesses depend on broadband. People want to move back from Dublin and other cities into their own rural areas. They could do that if...
- Ceisteanna Eile - Other Questions: National Broadband Plan Implementation (16 Oct 2019)
Bobby Aylward: Imagine has said that it can service up to 45% of the national broadband map. The Taoiseach stated last week that Imagine's challenge to the Government's map had caused a delay in respect of the plans relating to broadband. If a national communications company is telling the Minister that it can service half of the map, can we not utilise that to speed up the delivery of services to rural...

Bobby Aylward: Is the Minister satisfied the provisions of section18(1) of the Education Act 1998 do not place an unnecessary administrative financial burden on national schools, and that the insistence by an organisation that national schools must submit accounts online via an accountant, as opposed to the school treasurer, thus incurring a significant fee, does not place an unnecessary administrative...
- Ceisteanna Eile - Other Questions: Schools Administration (17 Oct 2019)
Bobby Aylward: I have been contacted by a trusted constituent who is a bookkeeper and accountant and has been the treasurer on his local school's board of management for 12 years. The board has always been fully compliant with PAYE and VAT to ensure value for money while keeping costs for parents to a minimum so that children's education costs are as low as possible. However, by its own admission there is...
- Ceisteanna Eile - Other Questions: Schools Administration (17 Oct 2019)
Bobby Aylward: As a final comment, and while I appreciate what the Minister is saying, all I am saying is that this is an extra cost for small schools, particularly in rural Ireland, that may have two or three teachers. The Minister said it already. They receive a capitation grant of €6,000. A proper audit costs a minimum of €1,200. That is 20% of the €6,000. There is a qualified...
