Joe Costello: I am waiting to hear the reply.

Order of Business (11 Nov 2009)

Joe Costello: Will that be expected under the programme for Government?

European Council Meeting: Statements (11 Nov 2009)

Joe Costello: It is appropriate that we are discussing European Union matters on the 20th anniversary of the fall of the Berlin Wall. The latter was part of the residual hangover from the destruction and mayhem of two world wars. It was that legacy which encouraged the founders of the European project to produce the Treaty of Rome which ultimately gave rise to the European Union. The entire project was...

European Council Meeting: Statements (11 Nov 2009)

Joe Costello: It may be looking very far down the road to talk about exiting from the broad based stimulus policies when recovery is secured. That presumes that recovery will be secured. That is not what I would have thought the summit will be discussing. We must have recovery and we need to look at other policies to achieve it and to increase employment. There is a recognition that employment is...

European Council Meeting: Statements (11 Nov 2009)

Joe Costello: The Taoiseach said the ratification process has moved on with President Klaus signing the treaty. The treaty will enter into force on 1 December. That is a new and earlier date than expected. What is proposed? Are any celebrations proposed? Will another summit meeting be held on that occasion or some other recognition of the event? I have a question about an issue which Deputy Creighton...

Written Answers — Dormant Accounts Fund: Dormant Accounts Fund (11 Nov 2009)

Joe Costello: Question 209: To ask the Minister for Community, Rural and Gaeltacht Affairs when the Dormant Account fund was established; the amount of money his Department has received from this fund in each year and to date in 2009; the distribution of the total moneys by county; and if he will make a statement on the matter. [40982/09]

Order of Business (12 Nov 2009)

Joe Costello: This is a very straightforward question relating to children's welfare. The Tánaiste may have seen recent reports where the Maclaren company, which produces children's goods, has had to recall a million child buggies in the United States because of the danger and damage to children's fingers. Some children had the tips of their fingers cut off by the buggies in the United States. When the...

Order of Business (12 Nov 2009)

Joe Costello: If the matter is serious enough for 1 million child buggies to be recalled in the United States, surely it is serious enough for the same items to be recalled in this country. What will the Tánaiste do about this situation? What will she do to strengthen the legislation so that the child protection principle that has pertained in the US also pertains here?

Order of Business (12 Nov 2009)

Joe Costello: If the piece of equipment that has been recalled in the United State is on sale in Ireland, surely there is a prima facie case for its recall.

Order of Business (12 Nov 2009)

Joe Costello: Is there a timescale for that?

Written Answers — Departmental Agencies: Departmental Agencies (12 Nov 2009)

Joe Costello: Question 52: To ask the Tánaiste and Minister for Enterprise, Trade and Employment her views on the recommendation of the special group on public service numbers and expenditure programmes that the enterprise functions of Shannon Development should be transferred to Enterprise Ireland and the Industrial Development Authority; and if she will make a statement on the matter. [41054/09]

Written Answers — Departmental Agencies: Departmental Agencies (12 Nov 2009)

Joe Costello: Question 66: To ask the Tánaiste and Minister for Enterprise, Trade and Employment her views on the recommendation of the special group on public service numbers and expenditure programmes that funding should cease for the FÁS services to business and Skillnets programmes; and if she will make a statement on the matter. [41055/09]

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: Following the Taoiseach's announcement that Mrs. Máire Geoghegan-Quinn will be Ireland's new EU Commissioner, will he invite her here to discuss her new portfolio when it is agreed, and to discuss the new relationship between the European Commission and the European Parliament in the context of the Lisbon Treaty? Today's newspapers reported that Denmark has done a deal with the United States...

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: I am sorry, but my point was-----

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: My point-----

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: I appreciate what the Taoiseach has said but my point was that at the meeting of the European Council, attended by the Taoiseach two weeks ago, the talk was of a legally binding treaty at the Copenhagen conference.

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: We now find that is no longer the case. Is the Taoiseach going to the conference on 1 December-----

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: It is a real question.

Order of Business (Resumed) (17 Nov 2009)

Joe Costello: It refers to the climate change Bill we will be introducing in 2010. It is now up in the air because, although there is to be a political decision of some description made in Copenhagen, there will be no legally binding deal. We have only now discovered this. It is not how it was supposed to be. I understood from the Minister for the Environment, Heritage and Local Government, Deputy John...
