Catherine Connolly: There was no financial controller for the whole of 2015 into July 2016, despite the Comptroller and Auditor General raising issues about internal controls. In fact, he gave Caranua the thumbs up on its accounts but said there were problems with internal processes.

I do not want to insult the applicants by repeating the language that was used, that "these people are damaged, the hole in them cannot be filled by what we do, unfortunately".
