Department Underspend and Reduced Delivery of Affordable Housing: Motion [Private Members] (18 Apr 2023)

Darren O'Rourke: I thank Deputy Ó Broin for bringing forward this motion. The shortage of, and absolute need for, affordable homes to buy and rent is a major issue in my county of Meath. The motion further calls on the Government to dramatically increase its investment in the delivery of genuinely affordable homes for working people and to deliver at least 8,000 affordable homes to rent and to buy...

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Have price caps and windfall or solidarity taxes been provided for since October 2021 and have a number of member states moved in that regard? If that is the case, why has there been a delay in the EU moving as a whole? What is the reason for the difference in approach to the temporary solidarity contribution versus the cap on market revenue? We are particularly conscious in this State...

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Mr. Walker mentioned the RIA. Regarding the multicriteria analysis, I guess the same applies for the 75%. Why is it not 100% given that 20% already seems quite generous? Are those available?

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: I have a question on the estimates. We had the briefing earlier. Obviously, there was a headline figure before Christmas of potentially €1.9 billion. Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: Mr. Walker said that he is constrained by the EU regulation. Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: It is a complicated market and there are market-to-market transactions. There is a huge amount of complex accounting. Deputy Bruton asked about the oversight of the hedging policy. Joint Oireachtas Committee on Climate Action: Pre-Legislative Scrutiny of the General Scheme of the Energy (Windfall Gains in the Energy Sector) Bill 2023 (18 Apr 2023)

Darren O'Rourke: And nuclear. Obviously, there is an argument to be made that €91 and everything above represents super profits or whatever term we want to put on it. There is quite a gap to €120.
