Andrew Doyle: Media rights are something we could consider. The explanatory note in the document states: "[S]ubhead (3) increases the membership of the media rights committee to 5 and permits non-members of HRI to be members of the committee".

Andrew Doyle: It does allow this and it streamlines. The provision brings the number of members on all the statutory committees of HRI up to five members, or down, whichever is the case. That is precisely what is happening.
