Written Answers — Army Operations: Army Operations (21 Apr 2010)

Liz McManus: Question 63: To ask the Minister for Defence the number of occasions on which the Army Ordnance Corps has been called out to deal with suspicious devices during 2009 and to date in 2010; the number of cases which were actual explosive devices; the number of occasions on which these devices were hoaxes; and if he will make a statement on the matter. [15619/10]

Order of Business (22 Apr 2010)

Liz McManus: The climate change Bill was due to be introduced in 2010. It had been expected to be published by June. That was the commitment in last term's legislative programme. This term's legislative programme states it is not possible to indicate at this stage publication of the Bill at all. Environmental groups are being informed that the heads of the Bill have been drawn up and are due to go to...

Order of Business (22 Apr 2010)

Liz McManus: I do not want to labour the point, but the Government is not even able to indicate a year. Why is that? When going through the legislative programme it is most unusual to find that kind of long-term arrangement. Before the Copenhagen summit it was quite clear that we were to have legislation this year. What is going on?

Written Answers — Water and Sewerage Schemes: Water and Sewerage Schemes (22 Apr 2010)

Liz McManus: Question 49: To ask the Minister for the Environment, Heritage and Local Government the steps he has taken to deliver the programme for Government commitment regarding the replacement of septic tanks; and if he will make a statement on the matter. [15961/10]

Written Answers — Greenhouse Gas Emissions: Greenhouse Gas Emissions (22 Apr 2010)

Liz McManus: Question 50: To ask the Minister for the Environment, Heritage and Local Government the amount of money estimated, allocated, owing or spent, on the purchase of carbon credits in respect of Kyoto Protocol commitments for the years 2008, 2009 and 2010; and if he will make a statement on the matter. [15962/10]

Postal Services. (27 Apr 2010)

Liz McManus: Question 47: To ask the Minister for Communications, Energy and Natural Resources the reason the tender process for a postcode system has been suspended; if he has read the report on postcodes of the Joint Oireachtas Committee on Communications, Energy and Natural Resources Committee; if he will take on board the recommendation of that report; and if he will make a statement on the matter....

Postal Services. (27 Apr 2010)

Liz McManus: I thank the Minister for reading the report. I was rapporteur for the committee and it was unanimously agreed to publish this report and recommend to the Minister that he adopt a particular approach. I am a little unhappy at his response in terms of what he considers to be the issue raised in the report. Will the Minister agree the key issue and the main recommendation is to have a unique...

Postal Services. (27 Apr 2010)

Liz McManus: I am supportive of this but not of the Minister's system.

Postal Services. (27 Apr 2010)

Liz McManus: This sounds like a real mishmash. Frankly, I would not support a proposal that adopts an old technology pretending it is a new technology. Will the Minister accept the costs involved in having a clustering system, and maintaining it because of new build and old buildings being demolished, is a costly approach? If we can clear the data protection issue, the technology is available to have a...

Postal Services. (27 Apr 2010)

Liz McManus: It is not desirable, however.

Postal Services. (27 Apr 2010)

Liz McManus: No, the Minister is wrong.

Postal Services. (27 Apr 2010)

Liz McManus: No.

Postal Services. (27 Apr 2010)

Liz McManus: That is not accurate. I must clarify this. The Minister, in his statement on the introduction of postcodes, hitched his wagon to the cluster system. The report shows, in my humble view because I am not an expert on this, that the unique-identifier system is the best postcode system we can have and is appropriate to our times. To meld the two systems-----

Postal Services. (27 Apr 2010)

Liz McManus: -----would be expensive and inefficient, ending up with a mess.

Electric Vehicles. (27 Apr 2010)

Liz McManus: All that caffeine might not be good for the Deputy. Generally speaking, we welcome the fact that there is now an incentive to buy an electric car and no one will take that away from the Minister. However, as Deputy Coveney pointed out, there is still a mountain to climb in terms of meeting targets. Will the Minister consider what has been described as a very attractive incentive, that is,...

Electric Vehicles. (27 Apr 2010)

Liz McManus: They are for taxis and Ministers' cars as well.

Electric Vehicles. (27 Apr 2010)

Liz McManus: Or Ministers' cars?

Electric Vehicles. (27 Apr 2010)

Liz McManus: I refer to the question I asked.

Electric Vehicles. (27 Apr 2010)

Liz McManus: I raised a particular problem. The €5,000 incentive is for new cars. Presumably, the Minister would be interested in avoiding the manufacture of new cars if we could convert existing cars and give them new life as electric cars. Does the Minister consider it appropriate to widen the scope of the €5,000 to assist people who wish to convert their cars to electric cars in future?

Order of Business (27 Apr 2010)

Liz McManus: Could the Taoiseach clarify the situation on the climate change Bill? When the Minister produced his framework document he indicated that he expected the Bill would be published by June. Environmental groups were given to understand that the heads of the Bill are coming towards completion but in the legislative programme it says that no date, nor even year, can be indicated as to its...
