Gino Kenny: I thank everybody for their opening statements. I ask for a quick answer to my first question. This is very important. Do the witnesses accept that the past six decades of Ireland's drug policy has essentially criminalised those who have used drugs - yes or no?

Gino Kenny: Essentially, the policies since the Misuse of Drugs Act have criminalised people for using drugs. Essentially, that is the policy of the State.
