- Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Committee and Remaining Stages (16 Dec 2009)
Martin Mansergh: When I referred to fringe grey areas, I was not in the least referring to Anglo Irish Bank. It is quite clear they are not public servants and there is no grey area there whatsoever. The allegation was made that Fianna Fáil is a developers' political party. We are a political party for all the people. The point needs to be made that, notwithstanding the gross excesses there have been,...
- Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Committee and Remaining Stages (16 Dec 2009)
Martin Mansergh: I will put the point raised by Deputy O'Donnell in respect of paragraph (g)(ii) beyond all doubt or ambiguity. We have not yet come to those amendments which would clearly clarify the position of the public service bodies to which pay reductions will apply.
- Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Committee and Remaining Stages (16 Dec 2009)
Martin Mansergh: Given the definition is that used in the legislation on the pension levy, it is the case that persons employed by those bodies will be affected by the reduction. Again, if anomalies arise - I have said this several times already today - they can be dealt with under the powers of the Minister. The position of the National Treasury Management Agency under this legislation was always clear....

Martin Mansergh: The Office of Public Works (OPW) has no responsibility in relation to maintenance of the River Liffey in County Kildare. The removal of debris would be a matter for the Riparian owners in this case. I understand that Kildare County Council is investigating Flooding at the Waterways Estate in Sallins. This will involve consultation with other agencies, including Irish Rail, Waterways...

Martin Mansergh: The Flood Alleviation Scheme in Waterford is administered and run by Waterford City Council, with financial assistance from the Office of Public Works. To date, funding of â¬5,000,000.00 has been provided to Waterford City Council by the Office of Public Works for the design and construction of the Flood Alleviation Scheme. Phase 1 of these works is under construction, while Phases 2, 3...

Martin Mansergh: Enniscorthy Castle is in the ownership of Wexford County Council. It is currently undergoing restoration works that are part funded by OPW. The matter of its reopening as a Museum can be clarified by Wexford County Council.

Martin Mansergh: Proposals for dealing with the flooding problems experienced in Enniscorthy were placed on formal Public Exhibition by the Office of Public Works in February of this year for a period of four weeks. A large number of observations were received following the Exhibition, of which a significant amount were opposed to the proposals. As both Wexford County Council and Enniscorthy Town Council...

Martin Mansergh: A total of â¬31,500 was allocated by the Office of Public Works to Cork County Council following assessment of applications received from the Council in respect of localised minor flood mitigation works in 2009. The OPW will be writing to Local Authorities shortly in relation to funding for flood mitigation works they propose to undertake in 2010. If a submission is made by Cork County...

Martin Mansergh: Office of Public Works Engineers met with the owner of the properties at Cockstown West, Ardrahan referred to by the Deputy. As a result, the property owner has, within the past week, submitted to the OPW a report prepared by his Engineer in relation to the flooding problem. This report is currently being considered. Under a scheme introduced this year, the OPW will shortly be writing to...

Martin Mansergh: The Minister for Finance announced in Budget 2010 that he wishes to mark, in a modest way, the life and work of the late Senator Edward M. Kennedy by assisting a project at the Kennedy Homestead. The Office of Public Works intends to initiate detailed discussions with the owners of the Kennedy Homestead in Dunganstown and with other key stakeholders, such as Wexford County Council, with a...
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: I am pleased to appear before the House to discuss public expenditure and in particular the background to the Appropriation Bill 2009 which gives statutory effect to voted expenditure for 2009. Before discussing expenditure in detail it would be useful to put it in context by reviewing briefly the performance of the public finances in 2009. The initial Estimates for 2009 were set out by the...
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: I thank Senators for contributing very constructively to this debate. As has been stated, the Appropriation Bill is about expenditure, although there is a cross-reference to the financial resolutions passed in the Dáil so, to that extent, Senator Boyle was within his rights, in particular as one of the resolutions referred to the carbon tax. With very few exceptions, it is not the policy of...
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: I understood the Minister to have urged publicans to pass on the reduction in duty. He did not threaten to reimpose the duty immediately but if after a period, the reduction appears not to have been passed on, he reserves the right to restore the status quo.
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: I am always amazed at the way Opposition Deputies and Senators try to lead me on to dangerous ground. I am familiar with the problem in my constituency. A wholesaler visited me last Saturday with the problem raised by the Senator but there are no plans for a rebate.
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: While I accept the problems outlined by the Senator, it is not possible to differentiate geographically in the imposition of taxes but perhaps the situation will provide an incentive for the development of new lines of supply to the county.
- Seanad: Appropriation Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: Bord Gáis is gradually extending its network nationwide. A few towns in County Tipperary - Cahir and Cashel - are being added to the network and there have been developments in the west and north west. It may just be a question of time.
- Seanad: Financial Emergency Measures in the Public Interest (No. 2) Bill 2009: Second Stage (17 Dec 2009)
Martin Mansergh: This Bill gives effect to the decision of the Government to reduce the pay of public servants to achieve a saving of approximately â¬1 billion in the public service pay bill in 2010. The debate on the Bill should be set in context. This is the first time since 1933 that legislative measures have been brought forward by any Government to reduce the salaries of public servants. This is not a...
