The manual inspections of which I am aware have often been successful, primarily due to the fact that while there appeared to be afforestation in parts of land, in fact the grazing potential around it was being utilised. Martin Ferris: I thank the Minister for his reply. I find it difficult to comprehend the delay in the renewal of out-of-date licences. This delay is having an effect on the potential for job creation The Minister says he is doing the best he can and I do not dispute it. However, the Minister should know that there is a lot of concern about the delay which is quite frustrating, to put it mildly.
