Catherine Noone: That is my response.

Seanad: An tOrd Gnó - Order of Business (15 May 2019)

Catherine Noone: Originally, there was plenty of time for the debate in this House on the Residential Tenancies (Amendment) (No. 2) Bill 2018, but then there were delays in the Dáil and elsewhere. Time was lost overall as far as the Government is concerned. Obviously, the Government does not control how business is ordered in the Dáil, which is sitting for just a day and a half next week. The...

Catherine Noone: I did not hear what Senator McDowell said.

Seanad: An tOrd Gnó - Order of Business (15 May 2019)

Catherine Noone: I propose that we resume our consideration of the Residential Tenancies (Amendment) (No. 2) Bill following our debate on the Wildlife (Amendment) Bill, with a view to concluding it this evening. We can leave the end time open if Senators are amenable. We get a great deal of criticism for not putting adequate measures in place to sort out the housing crisis but are also criticised for trying...

Seanad: An tOrd Gnó - Order of Business (15 May 2019)

Catherine Noone: I am sure many councillors made decisions not to run again based on the issues the Senator raised and which I have likewise raised over the years. The Senator also referred to the insurance sector, an issue on which I have often spoken in the House. I have responded to Senator Conway-Walsh's point and, as I said, I share her frustration regarding the failure to approve Spinraza. I received...

Seanad: An tOrd Gnó - Order of Business (22 May 2019)

Catherine Noone: Senator Ardagh referred to the sports facilities grants given in recent days and spoke about the lack of green spaces in the area she represents. I cannot comment on individual grant applications or approvals, but the Senator might raise the issue with the Minister for Transport, Tourism and Sport by way of a Commencement matter. I agree that the situation in regard to management company...

Seanad: An tOrd Gnó - Order of Business (22 May 2019)

Catherine Noone: I am getting to it. The more that type of language becomes the norm, the greater it denigrates politics. It is regrettable. I cannot comment on what happened yesterday, but I have seen something similar happen on previous occasions. On the particular issue under discussion, many people, including Senator Mullen, can become passionate, which might be an explanation for anything that happened.

Seanad: An tOrd Gnó - Order of Business (22 May 2019)

Catherine Noone: I am suggesting it as an explanation, not an excuse. I remind the Senator that I am giving a response rather than engaging in a conversation with him.

Seanad: An tOrd Gnó - Order of Business (22 May 2019)

Catherine Noone: I cannot even comment on the particular exchange to which the Senator referred because I was not present. I can only refer to my own experiences of similar issues. With regard to mental health services, I heard most of the interview this morning to which Senator Mullen referred, including the references to shortages across Europe. As the daughter of a consultant psychiatrist who is still...

Seanad: An tOrd Gnó - Order of Business (22 May 2019)

Catherine Noone: Senator McDowell raised an issue which is somewhat related to what we discussed regarding psychiatric problems among prisoners. There is a distinction to be made between mainstream prisons, where prisoners go in and experience psychiatric problems, and the Central Mental Hospital, where prisoners go in having been found guilty as a result of their mental illness. There is a distinction to...

Catherine Noone: I propose a suspension of the sitting until 12.10 p.m.

Seanad: Gaming and Lotteries (Amendment) Bill 2019: Committee Stage (29 May 2019)

Catherine Noone: We will have to consider appointing a Minister with responsibility for the Internet because the Internet is part of daily life. Many people conduct most of their business online so issues such as this will become significant. The Minister of State said this area cannot be addressed by this legislation but it should be possible for the State to regulate it. If the technology exists to...

Seanad: Gaming and Lotteries (Amendment) Bill 2019: Committee Stage (29 May 2019)

Catherine Noone: No. People said they could not do it but it can be done.

Seanad: Gaming and Lotteries (Amendment) Bill 2019: Committee Stage (29 May 2019)

Catherine Noone: No. I do not know what the Senator is talking about exactly. The technology exists to target certain groups with advertising on the Internet and, conversely, if companies play ball, the technology exists to actively avoid them. Whether that is physically possible to enforce is another day's work but it is technically possible and the option should be explored by the Department. We come...
