Seanad: Horse and Greyhound Racing Fund Regulations 2021: Motion (8 Dec 2021)

Lynn Boylan: Yes. Declare an interest.

Seanad: Antarctic Treaty: Motion (8 Dec 2021)

Lynn Boylan: As someone who lives close to Newlands Cross, which is almost in Kildare, I think that qualifies me to speak on this motion. I would like to express Sinn Féin’s support for the motion. I commend the Green Party on tabling it. It would be welcome if Ireland joined the treaty. Not only would it be of great benefit to our research community, but I believe Ireland could play an...

Seanad: An tOrd Gnó - Order of Business (9 Dec 2021)

Lynn Boylan: I wish to raise the fact that €20 million announced in mental health funding has not been spent. In budget 2022, the Minister of State, Deputy Butler, announced €10 million in mental health community funding. Mental health services groups have said that they have tried to access this funding ahead of the Christmas period, which is particularly busy for them, but have found the...

Joint Oireachtas Committee on Climate Action: Carbon Budgets: Engagement with the Climate Change Advisory Council (7 Dec 2021)

Lynn Boylan: I wish to touch on a couple of points that were raised. I welcome Ms Donnelly to the committee. She highlighted how essential public participation was in the transition. From my point of view, that is why the design of the schemes we have is critical. She referred to the importance of microgeneration and of allowing people to be part of the process of transition and understanding the...

Joint Oireachtas Committee on Climate Action: Carbon Budgets: Engagement with the Climate Change Advisory Council (7 Dec 2021)

Lynn Boylan: I will not keep her long. I will pick up on the point about LNG. There seems to be a suggestion that LNG terminals actually increase security, which is not the case because those boats are sailing around and can go where they want. Surely the point is to reduce demand and the need for the gas in the first place. We keep having the circular argument that brings us back to the point that we...

Joint Oireachtas Committee on Climate Action: Energy Charter Treaty and Energy Security: Discussion (23 Nov 2021)

Lynn Boylan: I welcome both speakers and commend them on their contributions. It is very important to distinguish between the fact we have the current Energy Charter Treaty, as Dr. de Boeck said, and the modernisation process and how likely it is for that modernisation process to achieve anything, given the resistance. We know Japan is on record as saying it does not think the treaty needs changing at...

Joint Oireachtas Committee on Climate Action: Energy Charter Treaty and Energy Security: Discussion (23 Nov 2021)

Lynn Boylan: I will definitely take the opportunity of getting a second question in. One of the questions on Ireland’s position concerns not what the country’s position would be on the modernisation of the treaty, but this question of whether Ireland’s position should now follow France and Spain in saying that the EU should walk away. That is the more important question. Anyone who...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: I am sorry that I missed the Minister's opening statement, but I have read it. Will the IT traceability system come from the 10% of funding that has been ring-fenced for welfare expenditure or will an additional amount be needed? I will focus on the data that is collected in respect of greyhound welfare. Many committee members are passionate about greyhound racing and horse racing....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: I mean both the unofficial and official trials. When an injury occurs at an official trial, the name of a local vet is given for contact reasons and people can access the injury fund when there is a race ending injury. At unofficial trials, which involve younger dogs, there is no vet present and people cannot access the injury fund if there is a race ending injury.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: The option is available in Britain.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: I suppose we can make the choice to play a sport. We do. Horses and greyhounds are bred to run as well. They do not like hanging around doing nothing. The greyhound industry support scheme was introduced in 2020 to provide financial assistance to injured greyhounds to enable them to continue to have a healthy life after their injury. The applications for the scheme were assessed on the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: Will that expansion extend to unofficial trials? If a dog has a race-ending injury at an unofficial trial, what happens to it then? How can we guarantee it gets treatment? That is my concern.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: On the horse racing industry, I have a question on traceability and responsibility for horses that are found abandoned. Who is responsible if a racehorse that has been fitted with a microchip is found abandoned? For example, if a racehorse is owned by a syndicate but being cared for by a keeper who finds it has been abandoned, where does the buck stop or who is responsible for that horse if...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: I will leave it at that.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: There is a need to prove ownership or if the horse is owned by a syndicate.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: Are there plans to gather information on greyhound breeders with fewer than five bitches and feed that into the system?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Lynn Boylan: Yes. It is the person who is named on the microchip. There is the same issue with the microchipping of dogs. If the microchip information is not updated, a dog can be found that is still registered to the breeder. If a microchipped racehorse is found abandoned, can we ensure it is established who is responsible for it? If it is the person named on the microchip, people might be very keen...

Seanad: An tOrd Gnó - Order of Business (15 Dec 2021)

Lynn Boylan: I am here this morning because I gave a commitment to the families of those who died in the Stardust fire that I would never stop advocating for them and fighting on their behalf. I am back again to raise the Stardust inquest. On 22 February 2022, the arrangement between the Department of Justice and the RDS for the location of the inquest will expire. While assurances have been given by...

Seanad: TRIPS Waiver: Motion (15 Dec 2021)

Lynn Boylan: I thank my colleague for allowing me a minute of speaking time on this as I really want to put on record my support for the TRIPS waiver. There are matters that are beyond party politics. We are all living through this pandemic. As politicians and legislators, there are periods when we want to be on the right side of history and this is one of them. We really want to be on the right side...

Seanad: Social Welfare Bill 2021: Second Stage (16 Dec 2021)

Lynn Boylan: I thank the Minister for her statement. I am disappointed with the way we are debating this legislation. The deadline for tabling amendments to the Bill was 11 hours ahead of when the debate in the Dáil concluded. That is no way for the House to conduct its business. That said, I welcome that the Minister took on board many of the concerns addressed in the amendments tabled by my...
