Joint Oireachtas Committee on Climate Action: General Scheme of the Climate Action and Low Carbon Development (Amendment) Bill 2020: Discussion (Resumed) (4 Nov 2020)

Cormac Devlin: My first question relates to NESC. We have had a large discussion about just transition. In his opening remarks, Dr. O'Connell made reference to a NESC report, Addressing Employment Vulnerability as Part of a Just Transition in Ireland. He went on to say that a request in the climate action plan asked NESC to identify steps that could be taken to address the vulnerability arising from the...

Ceisteanna Eile - Other Questions: Covid-19 Pandemic Supports (5 Nov 2020)

Cormac Devlin: 10. To ask the Minister for Rural and Community Development the allocation to date provided under Covid-19 stability funding; and if she will make a statement on the matter. [34087/20]

Ceisteanna Eile - Other Questions: Covid-19 Pandemic Supports (5 Nov 2020)

Cormac Devlin: I understand that more than 1,000 community and voluntary organisations have applied for funding under the Government's €35 million Covid-19 stability fund. Can the Minister provide an update on this very important scheme?

Ceisteanna Eile - Other Questions: Covid-19 Pandemic Supports (5 Nov 2020)

Cormac Devlin: I thank the Minister for her answer. As she knows, community and voluntary sector organisations and social enterprises throughout the country have been hit very hard by the Covid-19 crisis. Nevertheless, many of them have been at the coalface of the response to the pandemic, whether through the Community Call or other initiatives. I acknowledge, as I am sure does everybody in the House,...

Ceisteanna Eile - Other Questions: Covid-19 Pandemic Supports (5 Nov 2020)

Cormac Devlin: I thank the Minister for her clarification. It is very welcome, particularly in respect of the €5 million that was not spent. There were questions around that. The additional €10 million announced in budget 2021 is important to the organisations looking to access it. Their future is uncertain, particularly in the event of another wave of Covid infections and if a vaccine is...

Public Accounts Committee: 2019 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 7 - Office of Minister for Finance
Chapter 1 - Exchequer Financial Outturn for 2019
Chapter 17 - Ireland Apple Escrow Fund
(5 Nov 2020)

Cormac Devlin: My thanks to the witnesses for attending and for the information they have provided. I wish to ask three specific questions. The first relates to the insurance compensation fund. A repayment of €80 million was made to the Exchequer and to the fund in 2019. This will reduce outstanding balance to €555.7 million as of 31 December this year. When is that balance due to be...

Cormac Devlin: It relates to non-voted expenditure and sugar levies. I note that there is an amount for 2018 but nothing for 2019. Why is that? It is in statement 1.6, which deals with non-voted expenditure.

Cormac Devlin: That is no problem. My final question relates to the appearance of officials before the committee last May. There was a recommendation from the committee about insufficient progress being made on the PULSE system. Work was due to be completed by 2020. I realise the officials might not have the information at the committee today, but perhaps they can come back to me on that. I understand...

Vote 7 - Office of Minister for Finance
Chapter 1 - Exchequer Financial Outturn for 2019
Chapter 17 - Ireland Apple Escrow Fund
(5 Nov 2020)

Cormac Devlin: That is perfect.

Cormac Devlin: Returning to the accounts and the capital receipts from the European Union, there is a differential between the figure for 2018 and 2019 for the European Regional Development Fund. I am sure there is a reason for that, which the witnesses can come back to me with if they do not know it today.

Cormac Devlin: Yes, in particular in regard to those projects that we discussed.

Cormac Devlin: 33. To ask the Minister for Trade, Enterprise and Employment the status of his Department’s Brexit preparations; and if he will make a statement on the matter. [35044/20]

Ceisteanna Eile - Other Questions: Brexit Preparations (10 Nov 2020)

Cormac Devlin: I thank the Minister of State for taking this question. On Brexit and the preparedness of small businesses, is he familiar with the research done by the customs clearance service, Declaron, a new partnership between the accountancy firm, BDO, and the fintech company, Fexco. According to their research, 37% of Irish businesses that trade with the UK have yet to start planning for Brexit....

Ceisteanna Eile - Other Questions: Brexit Preparations (10 Nov 2020)

Cormac Devlin: I thank the Minister of State. I note what he said about the 225,000 businesses that have been corresponded with, which is welcome, but the Declaron research also found that 54% of businesses that trade with the UK do not understand the new custom clearance procedures that are guaranteed to come into effect on 1 January 2021, which is worrying. Does the Minister of State agree with Carol...

Ceisteanna Eile - Other Questions: Brexit Preparations (10 Nov 2020)

Cormac Devlin: The €20 million fund the Minister of State referred to is welcome. However, my fear relates to those businesses that may not be aware of the full impact of Brexit or that, because of Covid, have not paid enough attention to it and have had other issues such as keeping the doors open on their minds. It is important that the Department and the Ministers responsible double down on...
