- Seanad: Statute Law Revision Bill 2016: Second Stage (15 Nov 2016)
Gerry Horkan: I welcome the opportunity to speak on this Statute Law Revision Bill 2016. Fianna Fáil will be supporting the Bill. It is part of a process to create a modern and streamlined Irish Statute Book which is more accessible to citizens and to businesses. The process of condensing the Irish Statute Book and making it more relevant and accessible was started in 2005 under a Fianna...
- Seanad: Criminal Justice (Suspended Sentences of Imprisonment) Bill 2016: Second Stage (15 Nov 2016)
Gerry Horkan: I welcome the Minister, a former Senator and former Leader of the Opposition in this House, back to the House. Justice is not my portfolio so I am delighted to be able to take this matter on behalf of my colleague, Senator Clifford-Lee. I think another former Senator who is now a Minister will be here tomorrow, so it is great to see all these former Senators doing so well in Cabinet.
- Seanad: Criminal Justice (Suspended Sentences of Imprisonment) Bill 2016: Second Stage (15 Nov 2016)
Gerry Horkan: We have a few former Cabinet members here. To put the Minister at ease, Fianna Fail supports this Bill, which results from an April 2016 High Court decision declaring unconstitutional the law governing the power of the courts to activate suspended sentences. I welcome the opportunity to speak relatively briefly about the Criminal Justice (Suspended Sentences of Imprisonment) Bill 2016...
- Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Second Stage (16 Nov 2016)
Gerry Horkan: I thank the Minister. I was fortunate to be in Dún Laoghaire-Rathdown on Monday when the Minister launched a new housing scheme in Kilternan. As a councillor, I voted on the matter in a Part 8 decision in 2007. That shows that the development and delivery of Part 8 projects does not happen immediately. I want to put on the record that everything the Minister is doing is...
- Seanad: Planning and Development (Housing) and Residential Tenancies Bill 2016: Second Stage (16 Nov 2016)
Gerry Horkan: I would imagine that concerns the process, rather than the decision. I am concerned, as somebody who lives in Dún Laoghaire-Rathdown, an area that is 5 miles wide and 8 miles long and where, as the Minister pointed out, the average house price is €200,000 more than the next highest average house price of any of the other 30 local authorities in Ireland. I am not sure that if...

Gerry Horkan: The bank is doing well, from its own perspective and that of the State, which is important given the fact the State owns so much of the bank. However, its mortgage rates are around twice the average rate in the eurozone. Will the bank come under pressure through competition to reduce its rates or does it believe there will not be additional competition in the market and it can continue to...

Gerry Horkan: Mr. Masding made reference to the fact that the bank's cost of operations increased by €60 million and also referred to an extension of the bank levy. What bank levy extension was he referring to?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Permanent TSB (22 Nov 2016)
Gerry Horkan: That is part of the €60 million increase. How much is the bank levy?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Permanent TSB (22 Nov 2016)
Gerry Horkan: Is the remaining increase of €37 million related to the pan-European deposit requirement under the Single Supervisory Mechanism, SSM?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Permanent TSB (22 Nov 2016)
Gerry Horkan: The bank's branch network currently numbers 77 branches. Is Mr. Masding happy that the network will continue at that size into the future? We had a discussion with another bank last week during which we spoke about cashless branches and reducing the amount of human interaction. It was suggested that some branches will only be viable as machine operations as opposed to human interaction...

Gerry Horkan: The bank has written back some of its provisions. Is that correct?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Permanent TSB (22 Nov 2016)
Gerry Horkan: Mr. Masding referred to the fact the bank is not fully cleansed. I assume that the provision has been written back because it is excessive or is now unwarranted. There is still a provision there but the bank has written back some of it because it is not all required any more.
