Seanad: Order of Business (21 Nov 2012)

Denis Landy: This campaign has been organised by ordinary citizens of Waterford city. I am sure Senator Cullinane is well aware of the campaign and I am sure he will be supporting it, as I will. The campaign questions why the Minister of the Environment, Community and Local Government chose to close down Waterford City Council. I want to question the Minister on the rationale for closing the boroughs...

Seanad: Order of Business (21 Nov 2012)

Denis Landy: Is it a geographical issue or has it been done with a proper and objective rationale?

Seanad: Civil Defence Bill: Committee and Remaining Stages (22 Nov 2012)

Denis Landy: On Second Stage last Wednesday, the Minister of State said the current budget for Civil Defence was ¤5.58 million. He tried to assure us that the budget would be maintained. The budget for 2013 has advanced another week-----

Seanad: Civil Defence Bill: Committee and Remaining Stages (22 Nov 2012)

Denis Landy: I appreciate the Chair's guidance. I raised an issue on Second Stage about the state-of-the-art property in Roscrea. It was built a number of years ago as a headquarters. I was reassured that it would remain in appropriate use. Will the Minister of State clarify what will happen to this building? Will it continue to be used for training and meetings or given the board is being...

Seanad: Civil Defence Bill: Committee and Remaining Stages (22 Nov 2012)

Denis Landy: Section 13 deals with the annual reports produced by the local authorities under the local government legislation of 2001. They must refer to the performance of Civil Defence. However, the position is not very clear. To whom will one report under the new arrangement? There was a relationship between the local authority and the board of Civil Defence. The former collated the information...

Seanad: Civil Defence Bill: Committee and Remaining Stages (22 Nov 2012)

Denis Landy: I commend the Minister of State for bringing forward this legislation. I said during Committee Stage that Civil Defence had operated for 52 years without a board. While the board, when it was set up, did very good work, I believe the board is only the oversight body for the actual members on the ground. Civil Defence is as strong as ever. In my own town of Carrick-on-Suir, I see the young...

Seanad: Order of Business (Resumed) (29 Nov 2012)

Denis Landy: I support Senator Brennan's call for the Construction Contracts Bill to be brought to Committee Stage as soon as possible. I call on the Leader to request the Minister to include it in the schedule for the first term of the new year. In my area, I have seen the subcontractor, or "subbie", being caught all the time. They are the last payee at the end of the chain. In the Ballylynch...

Seanad: Order of Business (Resumed) (29 Nov 2012)

Denis Landy: Now that I have started, will the Cathaoirleach let me finish?

Seanad: Order of Business (Resumed) (29 Nov 2012)

Denis Landy: There are 54 people from Clonmel in the Reserve Defence Force. They are being requested to travel to Cork city for training, 75 miles away, twice a week and on Sunday. It would take four minibuses to bring them to and from Cork six times a week, and the cost of these trips would pay the rent of the building.

Seanad: Order of Business (Resumed) (29 Nov 2012)

Denis Landy: On top of that, the Minister announced in the constituency two weeks ago that the Army barracks is to be used for a new Garda barracks, offices for the county councils and the VEC. Will the Leader put to the Minister that it makes sense to allow the RDF to remain in Kickham Barracks and use one of the existing buildings?

Seanad: Order of Business. (5 Dec 2012)

Denis Landy: It is somewhat ironic that Senator Cullinane, whose party supports the abolition of the Seanad, is now saying he has not enough time to speak. I find that quite amusing.

Seanad: Order of Business. (5 Dec 2012)

Denis Landy: None the less, I am sure he has amended-----

Seanad: Order of Business. (5 Dec 2012)

Denis Landy: I am sure his amendment-----

Seanad: Order of Business. (5 Dec 2012)

Denis Landy: -----will be taken by the House. I want to speak in the same vein as the Leader of the Opposition, with regard to planning. I note there will be a debate on pyrite today and I look forward to engaging with Senator O'Brien on that issue. I ask the Deputy Leader to question the Minister on the issue of enforcement of planning regulations. A trend is developing in local authorities where...

Seanad: Statute of Limitations (Amendment) (Home Remediation-Pyrite) Bill 2012: Second Stage (5 Dec 2012)

Denis Landy: I welcome the Minister of State for the debate on the Bill. I also welcome the representatives of the pyrite action group, some of whom I met earlier this year with Deputy Brendan Ryan whose work on this matter I acknowledge. He has worked with residents associations and in the Lower House has been extremely active on this issue. I listened closely to the Minister of State's statement....

Joint Oireachtas Committee on Health and Children: Discussion with Fibromyalgia Sufferers of Ireland and Spina Bifida Hydrocephalus Ireland (6 Dec 2012)

Denis Landy: I, too, welcome the two groups here this morning. I am not a member of this committee but I thank the Chairman for allowing me participate. I did not think that I would meet a namesake, Mr. Peter Landy. There are not too many of us around and I welcome him. We will have coffee later and see whether we are related.

Joint Oireachtas Committee on Health and Children: Discussion with Fibromyalgia Sufferers of Ireland and Spina Bifida Hydrocephalus Ireland (6 Dec 2012)

Denis Landy: First, I want to speak on spina bifida. The association's requests are well justified and I hope that the committee can further pursue the issues, particularly the filling of the post. I have a particular and special interest in fibromyalgia and that is why I am here today. If truth be known, I could probably answer all of the questions that have been asked but I will not do so - that is...

Seanad: Adjournment Matters: Barracks Closures (11 Dec 2012)

Denis Landy: I apologise to the Minister for arriving late and briefly delaying him. The issue I raise is the proposed closure of the Reserve Defence Force facility in Clonmel. As the Minister will be aware, Kickham Barracks closed on 29 March last, thus ending 350 years of a military presence in Clonmel. The Third Cavalry Battalion of the Reserve Defence Force was attached to the barracks and...

Seanad: Adjournment Matters: Barracks Closures (11 Dec 2012)

Denis Landy: The Minister is proposing to provide finance for the development of the old Army barracks into a new Garda unit. When that happens and when the economic situation is better, will he consider returning an element of the reserve defence forces to Clonmel? While the Minister has listed the nearest locations, this is a cavalry battalion that is to be located in Cork. Therefore, the costs, as I...
