Public Accounts Committee: 2019 Report of the Comptroller and Auditor General and Appropriation Accounts

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: Good morning to the witnesses. I will start with the Garda Commissioner. With regard to community policing, the first few questions require just a "Yes" or "No" answer. Does the Garda Commissioner believe in community policing and its benefits? Does he believe community policing to be considered best practice?

Written Answers — Department of Justice and Equality: An Garda Síochána (11 May 2021)

Imelda Munster: 626. To ask the Tánaiste and Minister for Justice and Equality her plans for expanding the current Garda station or providing a new Garda station in east County Meath given the large increase in population of the area in recent times; and if she will make a statement on the matter. [23797/21]

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: When the Garda Commissioner talks about community policing he sees it as those members of the team who are out in the community, walking around the community, chatting with youths and familiarising themselves with troubled areas and all of that sort of thing. That is what the Garda Commissioner would consider community policing.

An tOrd Gnó - Order of Business (22 Jun 2021)

Imelda Munster: ...told by local authorities that alcohol cannot be consumed in these areas under the liquor by-laws, however. I have contacted the local authorities for clarification. They said it is up to the Garda to interpret and enforce the by-laws. I contacted the Garda chief superintendent's office in Louth to be informed the Garda will continue to enforce this current legislation, including the...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: It would not really have moved. The reason I asked the Garda Commissioner about the benefits of community policing is that most people can see the benefits of it but just do not see enough of it. I will raise an issue in my own home town of Drogheda. The Garda Commissioner will be aware we had a ferocious feud for two years that caused mayhem and destruction.

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of Road Traffic (Fixed Penalty - Drink Driving) Bill 2017: Minister for Transport, Tourism and Sport (5 Apr 2017)

Imelda Munster: ...-driving. Does the Minister accept that the perception exists, given the serious anomalies? I realise the Minister's figures are not based on that, or so he says. Given the serious anomalies in Garda breath-testing, we have to ask questions about the data. We are bringing in legalisation when, clearly, as it stands, the data supplied by An Garda Síochána are not reliable....

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: The point is that it may be happening in the background. However, it states here, and this from the Commissioner’s own people, that it is now accepted there will not be a garda on the beat. We are down six gardaí from where we were several years ago. Drogheda is the largest town of Ireland and it went through a feud. Things are starting to kick off again. It is not “in...

Other Questions: Road Safety Authority (14 Jun 2016)

Imelda Munster: The Minister will agree that the key to safer roads is confidence in the method of enforcement of the rules of the road. Garda resources police the roads and these resources have been slashed. The traffic corps has been slashed from 1,200 to 700 members. The CEO of the RSA has expressed serious concern about the lack of gardaí and checkpoints on the roads. It is one thing to say the...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (11 Oct 2018)

Imelda Munster: Last week I raised the issue of the deficiencies of the Garda fleet in Louth with the Minister for Justice and Equality. I referred to the fact that there was only one community policing van shared between Drogheda and Dundalk, there are only two Garda cars to cover the entire town of Drogheda and the surrounding areas and that gardaí are forced to use their own cars or to walk. They...

Public Accounts Committee: Appropriation Accounts 2022
Vote 20 - An Garda Síochána
(21 Mar 2024)

Imelda Munster: ...comes from the Commissioner’s own people - I am not making it up. A report that was furnished or a submission made stated that, on a daily basis, it is now accepted that there will not be a garda on the beat. The statistics for May 2023 show there were 146 gardaí in the Drogheda-Dunleer-Clogherhead district. In December 2021, the figure was 152. Following the feud, the...

Questions on Promised Legislation (27 Jun 2018)

Imelda Munster: ...Force in every Community". This is not the case in parts of Louth. At a recent joint policing committee, JPC, meeting between Drogheda and Dundalk, serious concerns were raised that the county's Garda force was short several key personnel. For example, there is no superintendent in the entire mid-Louth area. There is also a shortage of sergeants and inspectors. Fleadh Cheoil na...

Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of Road Traffic (Fixed Penalty - Drink Driving) Bill 2017: Minister for Transport, Tourism and Sport (5 Apr 2017)

Imelda Munster: ...legislation to be as effective as we want it to be, we need an increase. Does the Minister also accept that the perception exists among people that there is little or no chance of bumping into a Garda checkpoint? We can see this in the way the figures have started to creep up again. Many of these people take the risk of drink-driving. They know there is little or no chance of...

An tOrd Gnó - Order of Business (2 Oct 2018)

Imelda Munster: In the programme for Government there is a commitment to maintain close relationships between all communities and the Garda. I bring to the Taoiseach's attention that the complete opposite is taking place in County Louth. One community policing van has to be shared between Drogheda and Dundalk, the two largest towns in the county, while there are only two patrol cars to service the entire...

Priority Questions: Road Safety Strategy (12 Jun 2018)

Imelda Munster: ...is just over half what it was ten years ago. The Minister has introduced two road traffic Bills and my party has supported both. However, on each occasion I raised the need for an increase in the Garda traffic corps. Each time the Minister was asked about it he came out with the same spiel. Is the Minister for Justice and Equality making a fool of the Minister? He is giving the...

Public Accounts Committee: Business of Committee (24 Sep 2020)

Imelda Munster: .... The second paragraph on page 2 is problematic and I will outline why. First, it says that the Courts Service does not record the reasons for any strikeout. Second, it states that prosecuting gardaí do not offer to the court reasons as to why the matter should be struck out and that a judge may withdraw an offence at the request of An Garda Síochána. It is concerning...

Written Answers — Department of Justice and Equality: Garda Stations (14 Apr 2016)

Imelda Munster: 309. To ask the Minister for Justice and Equality to define the geographical boundary of the area served by Drogheda Garda Síochána station. [6517/16]

Imelda Munster: 312. To ask the Minister for Justice and Equality further to Parliamentary Question No. 304 of 15 December 2015, how many of the 17 members of An Garda Síochána who have left the Drogheda area since 2010 have been replaced. [6520/16]
